Performance Work Statement (PWS) Request for Information/Sources Sought Comprehensive Transition Planning for Chemical Materials Activity (CMA) Sites and Headquarters (HQ) 16 October 2018 THIS REQUEST FOR INFORMATION/SOURCES SOUGHT IS NOT AN AUTHORIZATION TO START WORK I. DISCLAIMER This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately through Federal Business Opportunities (FedBizOpps). Information on the specific topics of interest is provided in the following sections of this announcement. The federal government will be responsible for any cost incurred by responders furnishing this information. The Government is requesting that contractors review the attached DRAFT Performance Work Statement (PWS) and provide a response to the government in accordance with the below submission requirements on the following questions to encourage competition and exchanges of information: II. BACKGROUND The CMA Transition Management Office (TMO) is responsible for integrating the overall transition approach for the chemical storage activities, depots, and chemical demilitarization facilities. The focus of the TMO is to provide direction for each of the seven P's - people, plant, place, public, property, paper, and performance. Currently, each of the Ps has an associated objective and each site transition manager is tracking progress towards those objectives. Also, each CMA site has prepared a Transition Planning Guide and all site activities are focusing all activities towards a single closure in relation to the planning guide. The end goal is to ensure CMA resources are properly utilized while adjusting closure schedules and costs. CMA continues to marshal the resources and guidance needed to ensure both sites complete their closure mission in a timely, safe and cost effective manner. The scope of this effort is to provide operational readiness, closure and transition support, real property support, Department of Army Base Realignment and Closure (BRAC) support, environmental planning, operational readiness support and technical support for Pueblo Chemical Depot (PCD)/ Blue Grass Chemical Activity (BGCA), igloo closure compliance support, environmental support at Tooele Army Depot - South [TEAD-S] and real property support to the Joint Material Command (JMC) and there sites. PCD is planning on partial BRAC closure. In addition, the Contractor shall furnish personnel and services to perform technical and environmental-related support set forth in this contract. This contract includes support of facilities and infrastructure; strategic, compliance, and planning programs; environmental management support; stockpile and storage support, information management support and support of the Environmental Assessment process for PCD and BGCA installation efforts III. SPECIFIC INFORMATION OF INTEREST a. It is anticipated that the papers received will reflect the best available technology assessments from those companies and government agencies that are particularly knowledgeable in the fields of notated in the attached PWS. The government will analyze the information received and reach its own independent conclusions regarding the solutions that might be turned into a solicitation or incorporated into existing. b. The government will not host an Industry Day in conjunction with this RFI. IV. SUBMISSION INSTRUCTIONS and FORMATTING REQUIREMENTS a. Provide any questions, comments, and feedback on the attached Draft Performance Work Statement and its contents b. Does your company consider this a Firm Fixed Price (FFP) effort or Cost Plus Fixed Fee (CPFF) type effort? 1. If CPFF, does industry consider this a completion or term effort? 2. Given your answer to item 2a above, what type of additional data/metrics/etc. if any, would need to be included in the RFP package to be proposed as a CPFF (term or completion) or FFP effort? c. Will your company propose on this effort? Yes or No? 1. If yes, please indicate if your company is a small business. i. If a small business, please indicate if your company would be capable and intend for at least 50 percent of the cost of performance incurred for personnel to be expended for employees of your company (See FAR 52.219-14).\ 2. If yes, please indicate the amount of time required to develop a proposal, 14, 21, or 30 days. 3. If no, please explain. d. Please include the following with your response: 1. Company name and CAGE code 2. Point of contact and email address e. All responses should be submitted electronically in PDF format and emailed to the points of contact: dana.y.nunley.civ@mail.mil and brian.e.mazen.civ@mail.mil by 3:00 PM EST on 19 November 2018. Any response received after this date will also be considered but may not be included in initial reporting or assessments. f. All responses should be unclassified. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this notice will not be returned. g. Do not include your company name in your questions and answers as the questions and answers may be released on the Government Point of Entry (GPE). h. This request is issued for the purpose of developing a viable RFP that will best communicate the Government's requirements to industry through this exchange of information. Responses to this request are voluntary and will not affect any contractor's ability to submit a proposal if, or when, an RFP is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. i. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this request. j. Proprietary information shall NOT be submitted. k. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made as a result of this request. This request is for informational purposes only to promote exchanges of information with industry in accordance with FAR part 16.505. The Government will not pay for any information and/or materials received in response to this request for information and is in no way obligated by the information received.
