- DRAFT Broad Agency Announcement The Navy is soliciting for Dual Band Decoy (DBD) Demonstration of Existing Technologies (DET). The goal of this Broad Agency Announcement (BAA) is to increase the Government's knowledge and understanding regarding existing technologies that can be applied toward the development of an expanded/wideband RF towed self-protection decoy to counter current and emerging RF threats worldwide. Of specific interest are technologies that can be leveraged and applied where significant size, weight, power and cooling constraints exist, such as those associated with the current ALE-50 and ALE-55 form factor and interface limitations, as installed on the F/A-18E/F aircraft. Proposals in response to this BAA are being solicited per FAR 35.016 and 6.102(d)(2). The information obtained through this BAA will be used to determine the path forward to support the Navy's current and future Dual Band Decoy requirements. This announcement and any modifications to this announcement will be open through 6 November 2018 in the Federal Business Opportunities (FedBizOps). Submission instructions are provided in the BAA document attached to this solicitation. The Navy reserves the right to select for award any, all, part or none of the responses received. The BAA is an expression of interest only and does not commit the Government to pay any proposal preparation costs for responding to this BAA. Responses should be forwarded at no cost to the Government. Please see Attachment (A) for the DBD BAA, N00019-18-R-0086 which consists of the BAA and two (2) Attachments: -BAA Attachment (1) Model Contract including RFP Provisions -BAA Attachment (2) CCDR Data Request Technical Library A Technical Library (TL) of information, containing data that may be useful to potential participants for the DBD program, is available to all industry partners that have a valid classified facility clearance. TL information is being provided to assist in understanding potential DBD performance goals, physical design and integration constraints, and technology needs. The TL consists of unclassified and classified portions. A DD 254 and information regarding transmittal of the TL documents will be provided to the Requestor no later than 5 business days following receipt of a company request and verification of valid classified facility clearance. To request access to the documents contained in the TL, contact the Government POC via email with the following company information: a. Company name b. Company point of contact (POC) name, phone number and email address (commercial accounts such as Gmail, Hotmail, Yahoo are not acceptable) c. Current and valid CAGE number/Central Contractor Registration (CCR) number d. A statement as to whether the company is registered by the Department of Defense, United States/Canada Joint Certification Office (i.e., have a DD 2345 approved by said agency). e. Unclassified mailing address f. Classified mailing address g. Facility Security Officer POC name, phone number, and email address h. Preferred method of classified transmittal (e.g. Mail, SIPR) Questions and Comments All questions and comments related to this draft BAA should be submitted by 4PM EST 24 October 2018 to Shannon Buckalew, AIR 2.2, Shannon.buckalew@navy.mil. The Government plans to respond to questions on a weekly basis during the period in which this draft BAA is open. Questions and answers related to publicly released documents will be posted to FedBizOps. Questions and answers related to documents in the technical library will be provided to all respondents granted access to the technical library. Respondents names and identifying information will be removed from questions prior to posting or sharing with other respondents. While the Navy strongly recommends all questions be provided as UNCLASSIFIED, the Navy will allow CLASSIFIED questions/comments related to documents in the technical library.
