- Description
- The U.S. Marshals Service (USMS), Justice Prisoner and Alien Transportation System (JPATS), Business Team (Procurement) intends to negotiate and award a Sole Source purchase order under Simplified Acquisition Procedures (FAR Part 13) to Nixtek Solutions, Inc., 11310 Kings Valley Road, Damascus MD 20872, for completion of the Movement Packet (MPAC) System. This contract will provide support for the full implementation of the system. This prototype will provide the capability for Bureau of Prison (BOP) facilities and USMS district offices to electronically exchange paperwork and eliminate the need to carry and validate nearly all paperwork during the physical transport of prisoners. Nixtek built, deployed and maintained a data exchange architecture called R3M, which resembles much of the architecture and functionality that was required for MPAC. Their prototype was then developed into a production version for BOP and has been well received by users. This knowledge and expertise of the current application, environment, and infrastructure make them the only source reasonably available. This requirement is for a base period of nine (9) months and two (2) one-year option years. This notice of intent is neither a request for competitive proposals nor a request for offers. The proposed contract action is for services which the Government intends to solicit only one source. Interested persons may identify their interest and capability to this requirement by providing written notification to the point of contact (POC) no later than 12:00 pm (noon) ET, October 29, 2018. Supporting evidence must be furnished in detail to demonstrate the interested party's capabilities to perform the requirement. Responses received will be evaluated; however, a determination by the Government not to compete the proposed action based upon responses to this notice is solely within the discretion of the Government.
