Description
The Texarkana Beaux Arts style post office and courthouse is listed on the National Register of Historic Places. The building was built in 1933 using limestone and granite. There are six stories, and each floor contains approximately 16,800 gross square feet. The primary tenants are the U.S. Courts and Courts-related agencies, and the U.S. Postal Service. This building is unique in that the Arkansas and Texas state line bisects the center of the building. Therefore, half of the assets reside in Texas, and the other half in Arkansas. As such, it serves two different districts for the U.S. Courts. The courthouse is nearly fully occupied with only 7% (4,325 useable square feet) indicated as vacant space. The project includes numerous building improvements and alterations related to security efficiencies in and around the building as follows: new judges indoor parking and elevator, new prisoner vehicle sally port, new elevator for prisoner transport, a guard station (1st floor, building main entry lobby), new office space on the 1st floor, revised secure circulation on upper floors, new loading dock and new emergency generator. The design is complete; this contract will include only construction services. LOCATION OF THE WORK: 500 North State Line Ave., Texarkana, Arkansas, Miller County, and Texarkana, Texas, Bowie County This procurement is full and open. Offers from all responsive, responsible firms will be considered. The firm (if not a small business concern) shall be required to present an acceptable small business subcontracting plan in accordance with FAR 19.7, as part of its proposal. The estimated price range is between $5,000,000 and $10,000,000. The North American Industry Classification (NAICS) Code and Title is 236220, Commercial and Institutional Building Construction. All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract. The solicitation will be issued electronically on or about November 5, 2018 on http://www.fedbizopps.gov. Proposals will be due on or about December 5, 2018. Award is anticipated to be on or about February 28, 2019. The Period of Performance is 15 months after notice to proceed. A pre-proposal conference and site visit is tentatively scheduled for November 15, 2018, at the U.S. Courthouse and Post Office, 500 North State Line in Texarkana, AR, and Texarkana, TX. After the U.S. General Services Administration (GSA) issues the solicitation, prospective attendees are encouraged to register their company with the GSA contracting officer via e-mail at Ashley.morgan@gsa.gov. The registration (information) submitted to the contracting officer should include the firm's name, address, e-mail, and phone numbers as well as those who will be attending the meeting. Call-in reservations will not be accepted. This meeting is intended to review the scope of the project and the submittal requirements. GSA intends to award a general construction contract for the building improvements of the U.S. Courthouse and Post Office, in Texarkana, AR, and Texarkana, TX, pursuant to the Federal Acquisition Regulation (FAR) Part 36 and in accordance with FAR Part 15. The solicitation will be completed on an unrestricted basis open to both small and large businesses. For this solicitation, there are two submissions: one for technical proposal and one for the price proposal. The technical factors are significantly more important than the price proposal. However, as proposals become more equal in their technical merit, the evaluated price proposal becomes more important. After evaluation of proposals, the Government will make an award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and technical factors considered. The overall evaluation and selection will be based on the best value to the Government. The resultant award with be a firm fixed price contract. The solicitation will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. It is the offeror's responsibility to monitor www.fbo.gov for the release of any amendments. The Government anticipates that the following option will be included in the solicitation and will be considered in evaluation of offers: Option 1: tenant improvement 1st floor renovation; approximately 4,900 usable square feet. All offerors are required to obtain a bid bond in accordance with FAR 52.228-1 Bid Guarantee. Before contractors are allowed to work under the anticipated contract, all personnel are required to obtain a HSPD-12, 5-year security badges. Security requirements will be contained in the solicitation.
