Description
This is a notice of intent to negotiate and award a sole source contract pursuant to Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. This synopsis is for information purposes only. However, all responses received within 15 days after the date of publication of this synopsis will be considered by the Government. The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWC-AD LKE) intends to negotiate and award, on a sole source basis, a 5-year, firm-fixed-price, Indefinite-Delivery / Indefinite Quantity (ID/IQ) contract for the procurement of various pieces of peculiar support equipment (PSE) for the MQ-8B Fire Scout Unmanned Aircraft Systems (UAS) Program to the Brackett Aircraft Company, Inc. (CAGE: 56833), a small business, of Kingman, AZ. NAWC-AD LKE intends to procure the following over the 5-year period: NOMENCLATURE - P/N Year 1 Min. Qty Year 1 Max. Qty Year 2 Max. Qty Year 3 Max. Qty Year 4 Max. Qty Year 5 Max. Qty BRACE,AIRCRAFT GROUND SERVICING - BRW-NR (NSN: 1730-01-674-1346) 3 5 4 4 4 4 TOWBAR ASSY,AIR - HT-400-FS-C (NSN 4920-01-619-3374) 5 5 4 4 4 4 TOWBAR TOW ARMS - H-7MLA (NSN 4920-01-620-3809) 5 5 4 4 4 4 These PSE end items are necessary for the full complement of support equipment needed to perform daily operations and maintenance on the MQ-8B Aircraft. These PSE items are modified commercial items that have been designed for use with the MQ-8B Aircraft. They have been tested and validated for use on the aircraft, are logistically supported, and are currently being used by the fleet. The procurement of alternate items that have not been designed to properly interface with the MQ-8B could cause damage to the aircraft and jeopardize the safety of Fleet maintainers. These PSE end items were originally developed by Brackett Aircraft Company, Inc. for the Schweizer 333 commercial aircraft, from which the MQ-8B airframe is derived. Brackett Aircraft Company, Inc. modified these items slightly to interface with the MQ-8B and no alternate parts are available in the commercial market to fulfill this requirement. The Government does not possess the required technical data to enable competitive procurement or organic manufacturing for the PSE items. The technical data is necessary to ensure that the correct materials, dimensions, tolerances, performance requirements/limitations, and interfaces are used to enable safe and effective maintenance on the MQ-8B UAS. All vendors must be registered in the Systems for Award Management (SAM) Database. The internet website is https://www.sam.gov/portal/public/SAM/. It is mandatory to register with the SAM as your DUNs Number (Data Universal Numbering System) and your CAGE CODE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. Responses must be received with 15 days of publication of this notice. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support, they may submit their technical capability, which shall be considered by the NAWC-AD LKE. The Government will not pay for information received. The Government retains the right not to compete this requirement based on responses to this notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. No solicitation will be available for this procurement. Unless stated herein, no additional information is available. Requests for the same will be disregarded.
