Description

PRESOLICITATION NOTICE: The information provided below is for planning purposes only, and does not constitute a request for proposals, quote, or bid. The Great Lakes Acquisition Center (GLAC) Southern Tier Construction Team has a requirement for a Firm-Fixed Price (FFP) construction project at the Jesse Brown VA Medical Center. The Contractor is to provide all labor, materials, equipment, management, and supervision for the relocation of a section of the 2 Dialysis Sanitary Drain Piping on the 3rd floor mechanical room of building #40 (Bed Tower). This acquisition shall be 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns per the authority of 38 U.S.C. 8127 (Public Law 109-461). In accordance with VAAR 819.7003(b), at the time of submission of the proposal, and prior to any award, the Contractor must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to this acquisition, and is CVE verified for eligibility in the VIP database. PSC: Z2DA Repair or Alteration of Hospitals and Infirmaries NAICS: 238220 Plumbing, Heating, and Air-Conditioning Contractors Size Standard: $15M Magnitude of Construction: Between $100,000 and $250,000. Interested bidders will be required to furnish a Bid Bond, and the award contractor will be required to furnish Performance and Payment Bonds. The Invitation for Bid (IFB) solicitation will be posted on FedBizOpps. There will be a Pre-Bid Conference held for this acquisition, and all prospective bidders are strongly encouraged to attend. Details for the Pre-Bid Conference will be included in the solicitation. This Pre-Solicitation Notice is NOT a request for submittals of any kind. The VA plans to issue the IFB solicitation on or about 11/12/2018. The solicitation will be issued on FBO.
