This announcement is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation (N00421-18-R-0041) is being issued as a Request for Quotation. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal. NAWCAD AIR 4.5.3 requires contractor support to design, implement, test, manage and maintain laboratory systems, information systems and project related software under the auspices of AIR 4.5, the Avionics, Sensors and Electronic Warfare Department at NAWCAD Patuxent River, MD. The services will include system engineering support to design, develop, manufacture, integrate, update and test avionics systems from inception through disposal. This effort will include engineering products for the development of facilities, systems and equipment, which will be used for the integration, test, and evaluation of avionics systems or subsystem elements. Contractor support services will also include coordination with the systems engineering Integrated Product Team (IPT) for the aircraft system to ensure successful integration of the avionics systems. Refer to the attached draft Statement of Work (SOW). The Government intends to solicit and negotiate a competitive contract with ONLY registered small business companies. Please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business General and Administrative rate multiplied by the labor cost. For a Small Business Set-Aside, the small business prime cannot utilize cost of performance of another small business it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. The location of performance is Patuxent River, Maryland or off-site at the contractor's facility, as required by the Government. The resulting contract will be a single award IDIQ contract with an ordering period of 5 years estimated at April 15, 2019 through April 14, 2023. The NAICS Code is 541330 (current size standard of $38.5M). To be eligible to receive the award based on these requirements a contractor must be registered in the System for Award Management (SAM) - NO EXCEPTIONS. To register, contractors may apply through the internet at http://www.sam.gov. Interested parties may identify their interest and submit a proposal in response to this notice. Responses shall be considered by the Naval Air Warfare Center - Aircraft Division, Contracts. Responses without a written address, mailing address, and company telephone number will not be recognized. All proposals received in response to this notice must be received by 1:00 pm Eastern Standard Time on Wednesday, 21 November 2018, and will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. This combined synopsis & solicitation notice is a request for competitive quotations. Therefore, all capability statements or quotations received prior to the RFQ close date will be considered.
