- Sources Sought Synopsis (Request for Interested Manufacturers) FROM: 410/SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers 5998-01-149-8855JX, Circuit Card Assembly (Lamp Driver) SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Circuit Card Assembly 5998-01-149-8855JX, P/N 914459-2 (Lamp Driver). ITEM DESCRIPTION The Circuit Card Assembly (Lamp Driver), P/N BH27171-1 supports the F-16 Emergency Power Unit System Maintenance Test Set. The Automated Test Equipment (ATE) provides electrical stimulus to test the Unit Under Test (UUT), takes measurements, makes comparisons of UUT outputs, and provide prompts and instructions to the ATE operator to accomplish the required testing operations. Impediment to Competition: The current original equipment manufacturer for this item is Honeywell International Inc. (CAGE 70210), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Honeywell International is the only known source with adequate knowledge of the circuit card assembly Lamp Driver performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Honeywell International Inc. for the manufacture of the Circuit Card Assembly in support of the F-15 Emergency Power Unit system maintenance test set. Other interested parties may identify their interest and capability to respond to the requirement no later than 1 Nov 2018 closing date by emailing lorey.barwick.1@us.af.mil and tonett.lott@us.af.mil The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
