- The Veterans Administration, SAOW Network Contracting Office (NCO) 22 is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide all labor and materials to clean-up electrical hazards located in the interstitial area of the Loma Linda Veterans Affairs Hospital, Loma Linda, California. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238210. A draft copy of the performance work statement is provided with this notification. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quote; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB), VETERAN OWNED SMALL BUSINESS (VOSB), SMALL BUSINESS OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by Thursday, October 25, 2018, 4:00PM (PST). Performance Work Statement (PWS) Clean-up Electrical Hazards VA Loma Linda Health Care System (VALLHCS) STATEMENT OF WORK AND CRITERIA FOR TITLE: Interstitial Electrical Clean Up BACKGROUND INFORMATION: Interstitial electrical need to be brought back up to code. OBJECTIVES: The purpose of this contract is to have a contractor to furnish all the Labor and materials to clean up electrical hazards located in the interstitial area of the Loma Linda VA Hospital cover boxes and gutters, repair damaged electrical pipe, trouble shoot and replace lights. The VA will supply the lights for replacement in the interstitials. Each interstitial has approximately 60 lights. This contact will cover all 32 interstitials. NTE approximately (300) total interstitial juncture boxes NTE approximately (300) total above ceiling and below interstitial juncture boxes NTE approximately (200) total NTE (150) feet cable trays (i.e., gutters) NTE approximately (600) total missing juncture box covers VA will supply approximately (200) light bulbs for contractor installation Per the VALLHCS FMS M&O: We have open junction boxes/cable trays with no covers. A violation of the National Electrical Code and NFPA, all with the possibility of resulting in a fire with any arching. PERIOD OF PERFORMANCE: Approximately 4 weeks. All work must begin within (48) hours of contract award. Work will be done during working hours, after working hours, during off hours, holidays, and/or weekend to ensure continuous patient care operations. Work will be coordinated with all required parties, including, but not limited to, contractor, VALLHCS, GEMS Coordinator, Safety, COR, etc. Work timelines may be subject to change due to VALLHCS operational requirements. Contractor must be able to perform work with no additional charges within (12) hours of contact by the designated VALLHCS Contracting Officer Representative (COR). PLACE OF PERFORMANCE: VA Loma Linda 11201 Benton St Loma Linda, CA 92357 LICENSING REQUIREMENTS: Offeror must possess a 30-hour Occupational Safety and Health Administration (OSHA) safety card. SPECIFIC REQUIREMENTS: Schedule with Contracting Officer Representative (COR) or Designee five (5) business days in advance prior to start of work. Prior to start of job, all personnel shall have a valid Loma Linda PIV badge Prior to working, ALL energy sources (electrical, water, etc.) shall be locked and tagged out, and upon completion of work, will be re-energized and verified. Prior to work each day, workers or a designated lead or supervisor are/is to check in with the Graphics Control in the plant. Contractor shall conform to the following standards, policies, regulations, governing agency, and any other local, state, or Federal guidelines that are not listed here. Contractor will coordinate with the local VA Loma Linda Health Care System GEMS Coordinator. OSHA Regulations, www.osha.gov NFPA, www.nfpa.org ALL supporting documents will be provided via electronic and hard copy to: CHIEF, FACILITY MANAGEMENT SERVICE FMS VALLHCS 11201 BENTON STREET LOMA LINDA CA 92357 Work completion may require entry is closed and/or limited access and/or confined spaces and/or off-hours, after hours, and/or weekend hours to support uninterrupted patient care, operations, and access. All pertinent regulations apply. The contractor must meet all compliance requirements (e.g., OSHA, industry, VA, VALLHCS, State, Federal, local, county, city, village, etc.). The contractor will provide a report of services and tests. The contractor will provide all required licenses, certifications, permits, documents, as required and requested. The contractor will provide all required, qualified, license, and certified labor, technicians, equipment, materials, tools, transport, supervision, safety requirements, personal protective equipment (e.g., safety boots, safety glasses/goggles, gloves, protective wear, masks, etc.). The offeror must possess a 30-hour Occupational Safety and Health Administration (OSHA) safety card. Contractor shall conform to following standards, policies, regulations, governing agency, and any other local, state, or Federal guidelines that are not listed here.
