- Questions and Answers 2 Note: Some question may appear twice, however to ensure that your question was answered all questions were listed and answered. Q1. The PWS provides a Schedule of Events for the pre-EXEVAL CTE in November but does not provide the same for the EXEVAL in January. Can the government please provide the schedule for the EXEVAL in January? A1. The pre-EXEVAL schedule of events is the same for January. Training will be from 0800-1600. Q2. Can the government confirm that a combined minimum wage/benefit of $14.83 per hour is required for role players under the wage determination? A2. The Government believes that since the role players are not full time employees of the offeror then paying the Health and Welfare would not be required. However, the offeror must follow current rules and regulations for fair pay. Indiana - Under Executive Order (EO) 13658, an hourly minimum wage of $10.35 for calendar year 2018 applies to all contracts subject to the Service Contract Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015. If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.35 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2018. The EO minimum wage rate will be adjusted annually. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts. Can the government reconfirm what is the minimum number of casualty role players desired for each day of the exercises? The response to Question 1 in the 12 October Q&A stated: "Typically there are about 40 Role players total. 20 trauma and 20 displace. But, offeror should ensure enough personnel to not allow for breaks in training." - In our professional experience, 40 casualty role players is light but can be sufficient on practice days but is not sufficient at all for External Evaluation (EXEVAL) days when the current NGB standard is 120-125role players to ensure the 60 role player per hour throughput. 40 role players cannot support a 60 per hour through put. - Recommend that the government consider changing to the requirement to at least 90 role players on the EXEVAL day. A2. After making several inquiries to counter parts, which have previously conducted this type of exercise, the number of role players required is 100-120 to meet through put requirements. So the Government is acceptable of an increase in the number of role players. Q4. Regarding para 5.2.1.4 Real World Medical Support-can the government please clarify the number of ambulances required, and whether the requirement is for ALS or BLS level personnel/ambulance? A4. A normal ambulance crew will be sufficient. Personnel should be able to provide basic medical support and be able to transport any injured personnel to a local hospital. Q5. Regarding para 5.5 NIMS/ICS Incident Commander-can the government confirm that only one (1) NIMS/ICS SME is required, as these CERFPCTE/EXEVAL exercises normally require 3-4 SMEs for an Incident Command staff. A5. Two personnel are needed. One to act as the Plans Chief and another to act as the Operations Chief. JITEC will provide the bulk of the experts during the exercise. Q6. Can the government confirm how many Past Performance references of CERFP External Evaluation (EXEVAL) support are required to be submitted? A6. A minimum of three will be sufficient. Q7. Can the government confirm where the role player staging area will be located at each venue? And what the distance will be from the victim medical treatment exit area back to the role player staging area? This is needed to determine how many transport vans may be required. A7. The area will be close by during the November exercise, less than a quarter mile. Currently the Government cannot confirm this area for the January exercise. Q8. Will any hard structure be available at either exercise venue for role player staging? Or will the contractor be required to use tents at one or both locations? A8. There will be a hard structure for the November location, but cannot confirm, at this time, for the January location. Q9. The Technical Exhibit 3, Estimated Workload Data, states that only one (1) moulage artist is required for each exercise day. It is our professional experience that one moulage artist minimum is required for every 25-30 casualty role players. Can the government confirm that they only require one (1) moulage artist for each exercise day? Or would the government consider changing the requirement to one artist for every 30 role players. Or do another more accurate metric. A9. The Government has no objections to an increase in the number of moulage artist utilized. Interested offerors have the latitude to provide the necessary support based on their past experience. The intent of the Government is to provide the most realistic training possible. Q10. Can the government confirm if an injury coach is desired for each exercise day? And if so, if this can be added to the Technical Exhibit 3? A10. This is not needed. Q11. What is the actual EXEVAL day/date? A11. The actual EXEVAL day will be 10 January 2019 at Camp Blanding, Florida. Q12. Will the government provide a building for FLSS to moulage/stage our role players? If so, is the following support available? a. Is there power? b. Lighting? c. Running water? d. Chairs/tables? A12. There will be a power and lighting available however at this time there are no tables, chairs or running water. Q13. Will the government provide a map of the training area? A14. Yes the Government will provide a map of the training areas. Q15. Can the contractor moulage the mannequins the day before the exercise starts? A15. Yes. Q16. Are there special access procedures required for role players to access the site? A16. Yes. Successful vendor will need to coordinate with Camp Atterbury and Camp Blanding for access requirements.
