Description
REQUEST FOR INFORMATION HMS ANTENNAS DISCLAIMER: THIS IS NOT A SOLICITATION: No award will be made as a result of this request. This Request for Information (RFI) is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, or a Request for Proposal (RFP). Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Statement of Objectives and Performance Based Specification. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to award a contract based on this RFI or to otherwise pay for the information submitted in response to this RFI. NOTE: The use of Solicitation Number: RFI-W56KGU-19-R-0002 is for tracking purposes only. BACKGROUND/DESCRIPTION : The US Army Communications Electronics Research & Development Engineering Center (CERDEC) Space & Terrestrial Communications Directorate (S&TCD) Radio Frequency (RF) Communications Division is interested in receiving technical specifications for two wideband antennas covering different frequency ranges. The first antenna covers a single frequency range of 225 Megahertz (MHz) to 2,600 MHz (non-contiguous), and the second antenna covers two frequency ranges: 225 MHz to 2,600 MHz (non-contiguous) and 30 MHz to 88 MHz (contiguous). The second antenna must provide a discrete Very High Frequency (VHF) connection to the radio via a separate Threaded Neill-Concelman (TNC) connector with a 6-inch coaxial cable. It is desired that each antenna meet the physical and electrical attributes described below. Both antennas must be capable of mounting directly to the radio. Both antennas are to be used on the HMS Leader Radio and Commercial off-the-Shelf (COTS) (AN/PRC-163 and AN/PRC-148C) handheld radios. These radios will be utilizing standard voice communications waveforms as well as the TSM-X, waveforms for data communications. The RF bands of interest within the 225 MHz to 2,600 MHz for both antennas are: • 225-450 MHz • 670-890 MHz • 1250-2600 MHz Vendors may respond with technical information on COTS products or mature prototypes that meet the requirements in this RFI, and are at least at Technology Readiness Level (TRL) 6. Responses must be limited to no more than 10 pages in total. Antenna 1 Attributes: Physical Specifications • Antenna to terminate in a standard male TNC connector • Black exterior surface color • Maximum Height: 15 inches • Maximum Weight: 8 ounces • Antenna shall be capable of operating remotely from the radio antenna jack by use of an RF extension cable. Performance Specifications: • VSWR: No greater than 3.5:1 from 225-2600 MHz • Power Handling: 5 Watt (W) min. and 20 W max. • Radiation Pattern: Omni-directional pattern with a peak gain of greater than 0 decibels relative to isotropic (dBi) from 225-2600 MHz • Polarization: Linear Vertical Antenna 2 Attributes : Physical Specifications • Antenna to terminate in 2 standard male TNC connectors, with the second connector on a "dongle" long enough to reach the second TNC jack on the radio. • Black exterior surface color • Maximum Height: 40 inches, with the VHF-Frequency Modulation (FM) portion of the antenna capable to being folded up when required. • Maximum Weight: 16 ounces • Antenna shall be capable of operating remotely from the radio antenna jack by use of an RF extension cable. Performance Specifications: • Voltage Standing Wave Radio (VSWR) (VHF-FM): No greater than 4:1 from 30-88 MHz • VSWR: No greater than 3.5:1 from 225-2600 MHz • Power Handling: 5 W min. and 20 W max. • Radiation Pattern: Omni-directional pattern • Peak gain for VHF-FM greater than -15 dBi from 30-88 MHz • Peak gain of greater than 0 dBi from 225-2600 MHz • Polarization: Linear Vertical The antenna systems must not subject the soldier to dangerous levels (limit guideline created by the FCC which is 1.6 Watts/kilogram (W/kg) in 1gram (g) of tissue) of electromagnetic radiation, and shall comply with established Army exposure safety standards (following the American National Standards Institute/Institute of Electrical and Electronics Engineers (ANSI/IEEE) guideline). The antenna systems shall be capable of operating under established environmental and weather conditions per the MIL-STD-810G, DEPARTMENT OF DEFENSE TEST METHOD STANDARD: ENVIRONMENTAL ENGINEERING CONSIDERATIONS AND LABORATORY TESTS (31 OCT 2008). Any company proprietary information, performance capabilities, and/or future modification plans should be clearly identified and MUST be marked accordingly and will be protected by the Government. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Please do not submit classified information in responses to this RFI; if necessary, classified discussions with the Government can occur later via secure means. Responses to the RFI will not be returned. Responses to the RFI may be used to develop Government documentation.
