Description
U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP): State:Indiana City:South Bend Delineated Area:North: W/E Angela Dr South: E Mishawaka Ave to S Eddy St to W/E Sample St East: Twychenham Dr West: Chapin St/Charles Martin Sr Dr to Lincoln Way to Diamond Ave Minimum ABOA Sq. Ft.:1,300 ABOA square feet Maximum ABOA Sq. Ft.:1,430 ABOA square feet Space Type:Office Term:10 years/8 years firm Agency Specific Requirements: Space must be contiguous Sound insulation in all rooms to an STC 50 rating Windowed space 24 hour access to space is required Offered buildings shall not require Government tenants or guests to go through security screening (such as magnetometers) to enter the building The space must have convenient interstate and local highway access and parking sufficient to cover official business needs of numerous visitors A variety of inexpensive and moderately priced fast food and eat-in restaurants with close proximity and easy access are required Hotel/motel facilities should be within the vicinity. The agency cannot be located in a building with any federal, public or private sector entities or organizations involved in labor relations enforcement, is a major employer/employer association or a labor union/association. Offered buildings shall be designed, built and maintained in good condition. If not new or recent construction, the Building shall have undergone by occupancy, modernization, or adaptive reuse for office space with modern conveniences. The Building shall be compatible with its surroundings. Overall, the Building shall project a professional and aesthetically pleasing appearance including an attractive front and entrance way. AGENCY TENANT IMPROVEMENT ALLOWANCE: Existing leased Space: $__15.00__ per ABOA SF Other locations offered: $_42.07_ per ABOA SF HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 19-REG05. In addition, the Government will use its AAAP to satisfy the above space requirement. Interested parties must go to the AAAP website, select the "Register to Offer Space" link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the "HELP" tab on the AAAP website. Once registered, interested parties may submit offers during any "Open Period". This project will use the NOVEMBER and DECEMBER open period for submittal of offers. You can enter information into the AAAP system at any time during the month but can only submit/activate offers during the open periods each month. For this project the open periods will be November 1, 2018 to November 7, 2018 and December 1, 2018 to December 7, 2018 ending at 11:59 p.m. EST. Refer to AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement. Offers cannot be submitted during the Closed Period (24th through the end of each month) and will not be considered for projects executed during that time period. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this FBO advertisement and in the RLP requirements package found on the AAAP website. During the Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with the requirements in this FBO advertisement and RLP 19-REG05 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease. All documents can be found at https://aaap.gsa.gov. * If you have previously submitted an offer in FY 2018, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2019 RLP in order to avoid having to re-enter all of the data manually. Please be sure to review FY19 AAAP RLP Package and each page within the AAAP Application prior to submitting your offer as some of the questions have changed. You must re-enter your space and rates on the ‘Space and Rates' tab in the AAAP. Your previous offered space will not be copied.
