Description
This notice is for informational purposes only. Any questions should be directed to the National Institutes of Health (NIH) cardholder placing the order. The current General Services Administration (GSA) SmartPay 2 (SP2) under JP Morgan Chase expires on November 29, 2018 and the future program, referred to as SmartPay 3 (SP3), will begin on November 30, 2018 under Citibank. (Information on GSA's SmartPay can be found at https://smartpay.gsa.gov/ ). As a result, all NIH cardholders will be issued a new Citibank purchase card to use beginning November 30, 2018. The NIH transition period from SP2 to SP3 will occur during the period November 21, 2018 at 5pm through November 29, 2018. NIH vendors should plan to ship all orders and bill the JP Morgan purchase card by 5 PM on November 21, 2018 to minimize the risk of declines during the transition period, or wait until after the transition occurs on November 30, 2018. If charges are declined during this transition period, the vendor will need to notify the NIH cardholder to obtain a new purchase card number for payment. If the order requires multiple shipments and will be billed separately after November 29, 2018, vendors must work with the NIH cardholder to obtain the new purchase card information once items are shipped so that any remaining invoice amounts can be processed on the Citibank card. For Receipients of JP Morgan Convenience Checks : Check recipients must deposit/cash any issued JP Morgan convenience checks immediately upon receipt. After November 29, 2018, the checks can no longer be processed and will be declined by the bank.
