Description
Naval Air Systems Command (NAVAIR) intends to issue a sole source modification to an existing contract pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Firm Fixed Price (FFP) Contract N00019-14-C-0070 procures Unmanned Aircraft Systems (UAS) Intelligence, Surveillance, Reconnaissance (ISR) Services from Insitu, Inc., Bingen, WA. This modification will be to install Government Furnished Equipment (GFE) payloads on the Contractor Owned Contractor Operated (COCO) UAS aboard USS Lewis B. Puller. The specific requirement and GFE payload details are classified. The period of performance for the modification will be two months as a one-time installation activity associated with operational support within the Central Command (CENTCOM) Area of Responsibility (AOR). Insitu, Inc. is the only source that can fulfill this requirement because substantial resources have already been invested in installing and integrating an Insitu Scan Eagle UAS aboard USS Lewis B. Puller and into the theater intelligence architecture. In addition, currently only the Scan Eagle unmanned aircraft system is able to support the unique GFE payload capabilities necessary to meet the requirements of the supported ship and other customers. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Subcontracting opportunities should be sought directly from Insitu, Inc. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make an award, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
