Description
This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch is the contracting office for this procurement. The purpose of this notice is to announce the intent to negotiate a sole source contract with AMOG Consulting, Inc.to advance the Dispersant Spray Drift Decision Support Tool, based on the contractor ¿s demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source. This requirement will utilize FAR Part 15 acquisition procedures. AMOG Consulting developed, under BSEE contract no. E15PC00015 the dispersant spray drift decision support tool (DST). Contract no. E15PC00015 was a competed Broad Agency Announcement which the white paper from AMOG Consulting was selected for award and the DST initially developed. This is a follow on contract for highly specialized equipment developed under the previously competed BAA requirement. AMOG Consulting developed a very unique decision tool to determine the dispersant drift from aerial applications. For this tool to be fully operational and relevant to the response activities currently available, further development is essential to advance this tool. Only AMOG Consulting can continue the development as another contractor would have to duplicate time and resources to develop the technology to the current state. It is anticipated that a contract award will occur on or before January 2019. The anticipated period of performance for this Firm-Fixed-Price (FFP) project is 12 months from date of award. The applicable NAICS Code is 541715 (Research and Development in the Physical, Engineering, and Live Sciences (except Nanotechnology and Biotechnology). This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a quotation which shall be considered by the agency if received by the Point of Contact (POC) listed below by 5:00 p.m., November 7, 2018 (reference Solicitation No. 140E0119R0001). A determination by the Government not to compete this action based on this notice is within the discretion of the Government.
