N64498-19-R-4010 SUBJECT: Engineering, Refurbishment, and Rotatable Pool Services in Support of Steam Critical Valve Spares SYNOPSIS DATE: 22 October 2018 CONTRACTING OFFICE ADDRESS: N64498 NAICS CODE: 336611 CLASSIFICATION CODE (PSC/FSC): J048 INCUBMENT: New effort, no incumbent TECHNICAL CODE: Code 412 ANTICIPATED AWARD DATE: Q2 FY19 RESPONSE DATE: 31 October 2018 ANTICIPATED SET-ASIDE: Total Small Business Set Aside CONTACT POINTS: Stephen Green, stephen.f.green@navy.mil DESCRIPTION: The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to issue a competitive solicitation to provide the storage, overhaul, assessment, repair, and industrial activity to make Ready for Issue (RFI) critical steam plant valves under Fleet critical spares and NAVSEA 2S COG Programs. Support may include establishment and maintenance of rotatable pools of critical valves and associated equipment and spares, material procurement to support rotatable pools, and support for rotatable pool/critical spares warehousing operations. The anticipated solicitation will include cost-plus-fixed-fee and cost contract line items. This is a new requirement within NSWCPD. Due to the development, creation, and the Office of the Chief of Naval Operations (OPNAV) endorsement of the Amphibious Ship Steam Propulsion Readiness and Safety Program, the Steam Systems Branch (Code 412) has been named the In Service Engineering Agent/ Lifecycle Manager (ISEA/LCM) for steam critical spares refurbishments, procurements, contracting efforts, and lifecycle management. This multi-disciplined effort includes the need for rotatable pool assets to be proactively refurbished and supplied to the USS Wasp Class (LHD-1 Class) Amphibious Assault Ships to provide routine and emergent sustainment, and material support to support the Optimized Fleet Response Plan (O-FRP) increasing the op-tempo of vessel operations and service life.
