- (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry (including fair market price), to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. (8) Proposed Solicitation Number: W911QX-19-Q-0004 (9) Sources Sought Closing Response Date: 10/29/2018 (10) Contact Point: Swati Jain, Contract Specialist, swati.jain2.civ@mail.mil (11) A. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Metal Powder 3D Printing System: The contractor shall provide a Metal Powder 3D Printing System that meets the following characteristics: - Shall use metal powders, instead of wires and foils for metal additive manufacturing in order to be compatible with existing technologies. - Shall allow for printing of green components (instead of laser, or other beam based) to allow for separation of printing, debinding and sintering stages of component production in order to allow for independent research into each of the critical stages for powder metallurgical part production. - Shall using a non-powder-bed based printing method, effectively minimizing material usage and precluding powder recycling requirements. - Shall be able to achieve a layer height of 50 um - Shall have a minimum build volume of ~ 12 L to build full-scale, "drop-in" components. - Shall have a build support system with easily removable support structures in order to produce specific components with complex geometries. Debinding System: - Shall have separate solvent and thermal debinding steps to improve binder removal and increase purity of sintered components - Shall not require external ventilation to minimize facility requirements while ensuring the safety of operators. - Shall have a closed loop binder trap for safety concerns (e.g. solvent health and flammability concerns) Sintering System: - Shall have an operation temperature of at least 1400 °C in order to handle research grade materials including titanium, and specialty steels. - Shall have a minimum usable sintering volume of 12L to sinter full-scale, "drop-in" components. - Shall allow for a minimum unsintered part height of approximately 8" in order to print specific components. C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 500 Employees standard that accompanies NAICS code 333249. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.].
