- National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center (GSFC) plans to award a sole source Blanket Purchase Agreement to the Washington Metropolitan Area Transit Authority to provide SmartBenefits through the SmartBenefits Transit Benefit Program. This procurement is for NASA/GSFC’s participation in the Transit Subsidy Program authorized by P.L. 101-509, Section 629 of the Treasury, Postal Service and General Government Appropriations Act, 1991 (P.L. 101-509, 104 Stat. 1389, 1478) which allows Executive Departments and Independent agencies to participate in any program established by a state or local government that encourages employees to use public transportation. All responsible sources may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. The capability statement should include, but is not limited to, the company name, address, phone number, point of contact, and any relevant qualifications. No solicitation exists, therefore do not request one. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m., Eastern Standard Time, on November 2, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA FAR Supplement Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. All contractual and technical questions must be submitted in writing via e-mail only to Bria.D.Cromartiewhitehead@nasa.gov no later than 6 days from posting date.
