Description
Improved Inlet Solution / Engine Air Particle System The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-17-G-0002 on a sole source basis to Bell Boeing to provide non-recurring engineering, reliability / sustainability improvements, test, logistics support and obsolescence management in support of the V-22 Improved Inlet Solution / Engine Air Particle System. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer, and manufacturer of the V-22 aircraft, Bell Boeing is the only source that has unrestricted access to the totality of technical data needed to support the requirement herein. Further, the Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein.
