- DRAFT SOW for Advanced Treatment Pilot Study (1) CONTRACT INFORMATION: In accordance with the Brooks Act, FAR Subpart 36.6, AFARS 5136.6 and U. S. Army Corps Engineers Acquisition Instruction (UAI) 36.6, the U.S. Army Corps of Engineers (USACE) Baltimore District (NAB), contemplates the award of one (1) Firm Fixed Price Stand Alone Contract for Architect-Engineer (A-E) services. This is in support of the Baltimore District Corps of Engineers at the Washington Aqueduct Division (WA). WA's mission is to produce safe, reliable and cost effective drinking water for approximately one million citizens living, working and visiting the District of Columbia, Arlington County, and Fairfax County, Virginia. Washington Aqueduct is a federally owned and operated public water supply agency that produces an average of 140 million gallons of water per day at two treatment plants located in the District of Columbia. The project site is located at the Washington Aqueduct's Dalecarlia and McMillan Water Treatment Plants. The approximate project start is scheduled for February 2019 with a completion date of January 2022. This contract will be used to provide services to the Washington Aqueduct in continuation of its pilot testing program. A firm will be selected for negotiation based on demonstrated competence and qualifications on advanced drinking water treatment pilot design, implementation, and operation; full scale water treatment design, to include advanced treatment processes; and drinking water regulatory support. See below for general information on the A-E selection process. The A-E must pre-screen all on-site staff using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. Firms must also comply with minimum operations security (OPSEC) requirements outlined in the scope of work and additional security requirements of the Washington Aqueduct, such as, but not limited to: all employees of the A-E and their associated sub-contractors shall comply with applicable water treatment plant facility access and security policies and procedures as given in the Department of Defense (DoD) Instruction No. 5200.08 and Army Regulations 170.13. The A-E firm selected shall be required to commit adequate resources to the project to provide all services within the specified schedule. The selection process and award of a contract under this Federal Business Opportunities (FBO) announcement shall be subject to the prohibitions and restrictions of the Federal Acquisition Regulations (FAR), Subpart 9.5, Organizational and Consultant Conflicts of Interest. To be eligible for contract award, a firm or joint venture must be registered in the System for Award Management (SAM) at https://www.sam.gov. The award will be made under North American Industry Classification System (NAICS) code 541330, Engineering Services, with a small business size standard of $15M in average receipts. This announcement is unrestricted; therefore, open to all businesses regardless of size. If selected for negotiation, large businesses will be required to submit subcontracting plans that addresses small business utilization and provides maximum practicable opportunities to Small Business, Veteran-Owned, Service-Disabled Veteran-Owned, Historically Underutilized Business Zones, Small Disadvantaged, and Women-owned small businesses. If USACE finds a prospective firm or joint venture to have been non-compliant with their subcontracting plans on previous contracts, the firm or joint venture may not be eligible for award under this synopsis. Small businesses, if selected will not be required to submit subcontracting plans. USACE will consider a subcontracting plan with realistic and achievable small business utilization goals. All subcontracting goals will be monitored through the Electronic Subcontracting Reporting System (ESRS). The plan is not required with this submittal, but will be required with the fee proposal of the large firm if selected. Inherently governmental functions will not be performed by contractors per FAR Part 7.5 and Office of Federal Procurement Policy Letter 92-1. (2) PROJECT INFORMATION: Washington Aqueduct has studied the integration of advanced treatment processes to further enhance drinking water quality and has begun pilot testing at one of its treatment plants. Washington Aqueduct plans to continue and extend its piloting program, which may include a broad range of planning, research, engineering design, and support activities for pilot testing at both of its water treatment plants. This project requires design, implementation, and operation of pilot plants to demonstrate advanced drinking water treatment process performance and to develop design criteria for future full-scale treatment processes. Services under this contract may include, but are not limited to, water treatment process studies; pilot plant design, implementation and operation; planning of full scale implementation; report and cost estimate preparation; and drinking water regulatory support as given in the attached Scope of Work. The project deliverable will be a report summarizing the results of the advanced treatment pilot testing, design criteria for full scale implementation and considerations for retrofitting existing treatment processes for implementation along with cost estimates for construction. (3) SELECTION CRITERIA: The offeror must demonstrate its qualifications with respect to the published evaluation criteria for all services. The A-E must demonstrate its and each key consultant's qualifications with respect to the published evaluation factors for all services. Evaluation and selection will be based on the most highly qualified firm upon evaluation of the selection criteria stated herein. Selection of the most highly qualified firms for negotiations shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include, primarily (1) pilot plant design, implementation and operation; (2) full-scale treatment studies and design; (3) drinking water regulatory support; (4) past performance; (5) any other special qualifications required by the Government; and secondarily may include (1) small business participation plan; and (2) geographic proximity. In addition to the above qualifications, special qualifications in the Department of Defense (DoD) include the volume of work previously awarded to the firm by the DoD, with the object of effecting an equitable distribution of DoD A-E contracts among qualified A-E firms including all small business socio-economic categories, and firms that have not had prior DoD contracts. The small business participation plan, as a secondary criterion, will not be applied by a pre-selection board, and will only be used by a selection board as a "tie-breaker" if necessary, in ranking the most highly qualified firms. The A-E selection procedures will be in accordance with FAR 36.6 A/E Services, DFARS 236.6, EP 715-1-7, PARC and local guidance. Interviews will be conducted for A-E firms identified by Selection Board and will be conducted in Baltimore, MD. Factor 1 - Specialized Experience and Technical Competence: The firm must demonstrate specialized experience in (a) the planning and design of pilot plants, and development of testing protocols for pilot programs to test and assess candidate advanced drinking water treatment processes; (b) bench and pilot testing of ozone, bio-filtration, ultraviolet (UV) disinfection, high rate clarification processes such as dissolved air flotation, and pipe loops for corrosion control; (c) assembling and procuring tailored pilot equipment to gauge process performance against specific treatment objectives; (d) integrating the equipment with appropriate onsite utilities, i.e., raw water, service water, electrical power, and sewer disposal; (e) interpretation of pilot scale studies to make full-scale plant design criteria; and finally, (f) operating new and existing pilot equipment for complex drinking water pilot programs, collecting and analyzing field data, working with external laboratories for analytical testing, and training of utility staff for operation of the pilot equipment. For this requirement, amongst other disciplines the Government will pay particular attention in the evaluation to the qualifications and experience of the project manager and lead disciplines for pilot plant planning, pilot start-up, operations and maintenance. The firm must also demonstrate specialized experience in studies relating to plant-scale evaluations of advanced drinking water treatment technologies. Specifically, provide experience relating to the full-scale design of ozone, UV, and dissolved air flotation processes at WTPs with average daily production rates greater than 50 million gallons per day (MGD). Demonstrate experience with development of strategies for retrofitting existing conventional plants, hydraulic analyses, filter rehabilitation, disinfection benchmarking, corrosion potential studies, cost estimating, and optimization studies of water treatment plant and distribution system water quality. For this requirement, amongst other disciplines the Government will pay particular attention in the evaluation to the qualifications and experience of water treatment experts and senior water treatment plant designers in the areas of retrofitting existing plants for ozone, bio-filtration, ultra-violet disinfection and high clarification. Qualified firms must demonstrate experience working with utilities and regulators to support compliance requirements and treatment process changes to include corrosion control treatment and disinfection. For this requirement, amongst other disciplines the Government will pay particular attention in the evaluation to the qualifications and experience of experts who have negotiated process changes with regulators to include impacts on corrosion control treatment and disinfection. Factor 2 - Professional Qualifications of the Individual Design Team Members: Offerors will be evaluated on professional qualifications and competence of the proposed personnel to provide services to accomplish the work required under this contract. The firm must have registered and licensed personnel, either in-house or through consultants, in the following list of disciplines: Project Manager, Civil Engineer, Environmental Engineer or Sanitary Engineer. In addition, supplemental assistance may be required in the following disciplines: • Mechanical Engineer • Electrical Engineer • Structural Engineer • Construction Manager • Cost Engineer/Estimator • Safety/ Occupational Health Engineer The evaluation of proposed personnel will consider education, training, overall and relevant experience and longevity with the firm. The availability of an adequate number of personnel in the disciplines above shall be presented to ensure perform all aspects of the project including the continuous oversight of piloting operations as required. All personnel working under this contract must be U.S. citizens. Factor 3 - Past Performance: Offerors will be evaluated based on past performance with similarly scoped projects with major water utilities in terms of work quality, innovation, compliance with schedules, cost control, overall safety record, and stakeholder/customer satisfaction. For each referenced project that demonstrates experience, the offeror shall provide the utility name and contact information, to include point of contact, title and telephone number. Failure to provide requested data, accessible points of contact, or valid phone numbers may result in a firm being considered less qualified. In addition, an evaluation of past federal Government performance will be based on information provided through Contractor Performance Assessment Rating System (CPARS). Factor 4 - Special Qualifications Required by the Government: Firms may provide additional information that will demonstrate their plan for program management, team organization including an organizational chart, professional registration, quality control, cost control, value engineering, management's approach to engage with and fully integrate in-house disciplines and consultants to ensure that pilot testing plans are in compliance with standards, codes, and construction practices, prior experience of the prime firm and any of their significant consultants on similar contracts with other municipal water treatment entities, and volume of work previously awarded to the firm by the DoD within the past 12 months. *Secondary factors to be used as "tie-breakers" among firms that are essentially technically equal: Factor 1 - Small Business Participation Plan: Firms should demonstrate the extent of their participation with small businesses (including women-owned), small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. Factor 2 - Geographic Proximity: Firms will be evaluated on their location with respect to Washington Aqueduct facilities located in Washington, DC since response time for pilot operation may be critical. If a new office is to be established, it must be set up and functional within six (6) months of the issuance of the contract. It is expected that some of the management and key personnel for the project will be physically located near the Washington Aqueduct. (4) SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit six (6) hard copies, two (2) electronic copies on CD and an electronic copy via email of the SF 330, Part I, Part II for prime and all consultants to tamara.a.wright@usace.army.mil no later than 10:00 AM EST on 26 November 2018. The document shall be submitted as one file using Microsoft Word (.doc) or Adobe Acrobat (.pdf). Font size shall be 10 or larger. The SF330 Part 1 shall not exceed 65 pages (8.5" x 11"), including no more than 10 pages for Section H. Each printed side of a page will count as a page. Solicitation packages are not provided and no additional project information will be given to firms during this announcement period. This is not a request for proposal. (5) SITE VISIT: Offerors are not required to attend a site visit but one (1) group site visit will be held for interested firms to acquaint them with the mission, operation and function of the Washington Aqueduct. The Government will not reimburse firms for the cost of the site visit and no more than two (2) persons per firm can attend. This site visit will be held at the McMillan Water Treatment Plant located at 2500 First Street NW, Washington, DC 20001. The site visit will be held at 10:00 AM EST on 06 November 2018.
