Description
Description The US Army, 409th CSB/Regional Contracting Officer - Bavaria in Grafenwoehr, Germany is issuing this sources sought synopsis as a means of conducting market research in order to identify parties having an interest in and the capabilities to provide and deliver five (5) mobile railroad ramps to three (3) locations in Poland. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive. The proposed North American Industry Classification Systems (NAICS) Code 423830 - Industrial Machinery and Equipment Merchant Wholesalers. Only experienced and qualified suppliers should respond. Respondents must demonstrate that they have the capabilities to provide and deliver these supplies. Brief Description of Mobile Railroad Ramps: The five (5) Mobile Railroad Ramps shall meet the following Brand Name or Equal Specifications: Model SDH160-S141027 1. Towable and loadable on a trailer, Capable of rear railway downgrading 2. Must be road compatible and fit European road standards (Capable of adapting to European and Russian Railroad Standards) 3. Width is greater than 168in 4. Total weight of each ramp is less than 80,000 pounds 5. Load Capacity greater than 160,000 pounds 6. Full width deck capable of adapting to multiple types and sizes of vehicles. Height adjustable from 38in to 60in for various rail car heights 7. Ramp and decking must be made from steel or similar material 8. 1 x Operator and maintenance manual in English, 1 x Safety Manual in English 9. Ramp with built in breaking mechanism while in use 10. Ramp attaches securely to rail car during loading and unloading to prevent shifting 11. Ramp must utilize pintle hook and be compatible with U.S. Military vehicles 12. Ramp must be transportable on tractor-trailer 13. Ramp must be able to be line-hauled on rail car 14. Surface: Plated and topped with 3# structural grating 15. Capable of towing M1 Abrams tank or equivalent U.S. Military vehicle 16. Vendor must be able to unload the equipment at delivery location and prepare it for operation 17. Manufacturer warranty (1 year Minimum) 18. Deliver to the following locations in Poland. (Locations subject to change) Delivery within 90 days after contract award. a. Torun, Poland b. Drawsko Pomorskie Training Area, Poland c. Zagan, Poland 19. **New Equipment only, NO remanufactured or "grey market" items. All items must be covered by the manufacturer's warranty. 20. RESPONSES REQUESTED: The U.S. Government request that those contractors desiring to be considered for this opportunity respond via email only on or before 11:59 Eastern Standard Time on 31 October 2018 to SFC Mary Matthews, Contract Specialist, mary.e.matthews51.mil@mail.mil. Interested contractors are requested to provide an unclassified statement of capabilities package that is brief and concise, yet clearly demonstrates the ability to meet the stated requirements. The capabilities package shall clearly present evidence that the interested party is fully capable of providing the aforementioned product, and as such may contain any information that the interested party feels is relevant. Responses should include the following information at a minimum: 1. CONFIRM THAT YOUR COMPANY, AND PERSONNEL THAT WOULD BE ASSIGNED TO THIS EFFORT, HAVE DIRECT RELEVANCE TO ITEM BEING REQUESTED. 2. Provide the name of your firm, DUNS Number and CAGE Code, address and identity your firms Business Size Standard in accordance with NAICS 423830. DISCLAIMER : The Government will not reimburse the respondents for any costs associated with their responses to this Sources Sought. This synopsis does not constitute a Request for Quote (RFQ), or Request for Proposals (RFP), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. The Government will evaluate the information provided, use it to document our market research, and develop the RFQ or RFP. In addition, the Government will use its evaluation of the information and other research to determine the sources that appear qualified to provide the supplies requested by the Government. The submission of this information is for PLANNING PURPOSES ONLY. The information received WILL NOT obligate the Government in any manner nor will the Government reimburse companies for any costs associated with the submittal of a response to this Sources Sought.
