- Commercial Clauses - Attachment B Request for Quote (RFQ)- Attachment A This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR Part 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is issued under RFQ No. 693JJ6119Q000001 and includes incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-100. The North American Industry Classification System (NAICS) Code for this procurement is 541690. The Federal Railroad Administration (FRA) has a requirement for railroad engineering and operations expertise in support of the Positive Train Control (PTC) program. Tasks will require the ability to review and evaluate operating schedules and rules, and track and signal drawings, as well as a deep understanding of freight and/or passenger operations throughout the United States. If interested in providing these services, please provide a quotation in accordance with the attached (Attachment A) Statement of Objectives (SOO). As a result of this solicitation, the FRA intends to award a labor hour order and reserves the right make a single or multiple awards. The following provisions and clauses apply to the solicitation The FAR Clause at 52.212-1, Instructions to Offerors-Commercial Items. Each offeror is required to submit their Request for proposal as specified in FAR Provision 52.212-1, Evaluation-Commercial Items; 52.212-2 Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications -- Commercial Item; 52.212-4 Contract Terms and Conditions - Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and 52.203-98 Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements. Interested vendors are reminded that award can only be made to a contractor who is registered in accordance with FAR 52.204-7. FRA will evaluate quotations and make a best value determination.
