- Subject: 1630DC-N-00003- Fire and Smoke Damage Repairs - Joliet Job Corps Center, Joliet, Illinois Sources Sought Notice for Request for Informtion (RFI) The sources sought notice is for planning purposes only and does not commit the Government to pay for the information request, issue solicitation, or award a contract. NO SOLICITATION EXISTS AT THIS TIME. A determination by the Goverment to proceed with the acquisition as a set-aside is within the discretion of the Government. THIS IS NOT A REQUEST FOR A PROPOSAL. The NAICS Code is 236220 with a size standard of $36.5 million. The period of performance is as follows: Notice to Proceed to to Contract Completion is 318 days. The estimated construction value is between $250,000 to $500,000. The work invloves design and construction services for the cleanup and restoration of the fire-damaged spaces in vocational training space located in Building A of the Joliet Job Corps campus, totaling approximately 2,800 gross square feet. The work associated with this project will be performed in an occupied building and shall be performed in such a manner as to allow the building to remain fully functional. Design services for the project include field investigation and assessment of the existing damage, and preparation of construction documents for repairs. Construction services include, but are not limited to, asbestos containing materials and lead paint abatement, removal and lawful disposal of all fire damage and soot debris; demolition; and interior renovations inclusive of new walls, ceilings flooring, windows, door assemblies, HVAC systems and equipment, electrical power, lighting and fire alarm system. SOURCES SOUGHT - PERTINENT FACTORS FOR CONSIDERATION OF CAPABILITIES (IN ORDER OF IMPORTANCE) 1. Previous projects of similar scope and value A. Contractor has provided design and construction services on two or more building interior restorations projects located in occupied buildings with a $250K to $500K constructed value within the last 5 (five) years. B. Contractor has previous project experience on two or mor projects encompassing the cleanup of fire-damaged spaces within an occupied facility within 5 (five) years. C. Contractor has previous project experience on at one project encompassing hazardous materials remediation within the last 5 (five) years. Provide previous project examples that include the location of the project (City, State) the project owner, a brief and concise description of the project scope, a comparison of the construction budget versus construction award value, and the final contract amount. 2. Project Location Contractor has completed three or more projects in the region of the country where the project is located in the last 5 (five) years indicating familiarity with state and local codes, environmental conditions, economic conditions and experience/qualifications of local design consultants. 3. Cost control, project schedule, safety, and quality of work A. Contractor has a proven record of excellent performance by completing projects on or ahead of time. Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual completion date for each project. B. Contractor has a proven record of excellent performance by reducing cost and completing project on or below budget. Using the previous project examples, indicate the contract award amount, the final contract value, and a percentage of change order value relative to the total construction value for each project. C. Contractor has established Safety and Quality Control procedures and protocols which are consistently applied to all projects. The closing date for responses is November 9, 2018, 3:00 pm, EST.
