- NOTICE OF INTENT TO AWARD SOLE SOURCE: The Department of Veteran Affairs Overton Brooks VAMC has a requirement for Preventative Maintenance services on Omnicell, Inc Pharmacy Dispenser. The following equipment requiring annual services are: 15 ea. - Cell OMNIRX; 7 ea. - OMNIRX G4; 7 ea.- Profile Driven Option and 1 ea. Omnicenter server with remote access NAICS code is 811219 Other Electronic and Precision Equipment Repair and Maintenance, business size is $20.5M The proposed requirement is being solicited on a sole-source basis to Omnicell Inc which retains the exclusive right to not distribute, sell or service their systems and reagents through any other source within the US Government marketplace. The proposed action is for the procurement of service one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: The Omnicell System is a proprietary system for medication administration and management. It ensures critical medications including narcotics are available for patients and provides accountability by trending/tracking administration. This maintenance agreement includes updates to software, firmware, and hardware to ensure safe and secure system performance, and for enhanced performance. Omnicell is the only servicer that provides these updates. Service of the system will also require remote VPN access. Omnicell is the only servicer with a VA approved VPN connection to access, troubleshoot, repair, configure, and update the Omnicell system remotely. The Department of Veteran Affairs intends to award a firm fixed-price purchase order to Omnicell, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than Monday November 12, 2018 by 10 :00am CST. This notice of intent is NOT a request for competitive proposals. However, all responses received by 11/12/2018 will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
