- INTRODUCTION The F-35 Joint Program Office at Arlington, VA intends to procure, on a Sole Source basis, scalable and sustainable Supply Chain Risk Management (SCRM) studies and analyses for the F-35 program. This contract will be awarded to Interos Solutions (Interos), a Woman Owned Small Business (WOSB) under 10 U.S.C. 2304(c)(5), Authorized or Required by Statute and 15 U.S.C. 637(m), Sole Source Awards under the WOSB Program. All responsible sources may submit a capability statement which shall be considered by JPO. PROGRAM BACKGROUND The F-35 Joint Program Office (JPO) is the Department of Defense's (DoD) focal point for defining affordable next generation strike aircraft weapon systems for the Navy, Air Force, Marines, and our allies. The F-35 is the next generation strike fighter bringing cutting-edge technologies to the battle-space of the future. The F-35s advanced airframe, autonomic logistics, avionics, propulsion systems, stealth, and firepower will ensure that the F-35 is the most affordable, lethal, supportable and survivable aircraft ever to be used by so many warfighters around the world. The F-35 JPO seeks to better understand the air vehicle and engine supply chain. The business environment presents a number of challenges to those concerned with SCRM as new technologies, teaming partners, and vendors are constantly changing at an increasingly fast rate. Additionally, the F-35 JPO Supply Chain extends well beyond the United States. A SCRM study will help the F-35 JPO to more fully understand the business entities and individuals in their vendors' supply chains, the supply chain's scalability to support growing F-35 needs, and the potential risks of the Supply Chain. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance includes a base period of twelve (12) months (1 December 2018 through 30 November 2019) and one twelve-month option period (1 December 2019 through 30 November 2020 for the option period). ANTICIPATED CONTRACT TYPE The contract type is anticipated to be a Firm Fixed Price (FFP) contract. This work will be performed primarily at the contractor facility in Arlington, Virginia. REQUIREMENTS The JPO intends to award a Sole Source contract, in accordance with FAR 19.1506, Women-Owned Small Business Program Sole Source Awards, for supply chain risk management studies and analyses for the F-35 from 01 December 2018 through 30 November 2019, with a one-year option from 01 December 2019 through 30 November 2020. The F-35 Joint Program Office requires supply chain risk management studies to better understand the air vehicle and engine supply chain, the challenges of the current supply chain state, and its impact on the F-35 JPO business environment. The JPO requires vendor risk intelligence and continuous monitoring of the supply chain in order to fully understand the business entities and individuals in its vendors' supply chains. This effort will consist of mapping eco-systems to show sub-tier relationships, unknown interdependencies, and risks; lagging indicator assessments; and continuous monitoring for real-time alerting. The size of the industrial base supporting the F-35 JPO spans world-wide with multiple layers of subcontractors, and as such, is susceptible to parts and components that may be counterfeit, inserted with malicious viruses, or lacking required quality assurance validation. The ability to synthesize these threats and vulnerabilities to fully understand their collective or combined mission impacts to the F-35 program is essential to preserving the integrity of the F-35 Supply Chain. This requirement also includes deconstructing and monitoring the supply chain in order to effectively identify and mitigate factors that could imperil operational capability of the F-35 program. In fulfilling this requirement, the contractor must utilize non-attribution processes, such as encryption or anonymizing software, to protect the Government and conceal collection of open source information. This effort will be used to support growing operational needs and mitigate potential risks/challenges of the supply chain.
