- Description
- NASA, George C. Marshall Space Flight Center (MSFC) plans to negotiate with CH2M Hill, Inc., 4121 Carmichael Road, Suite 400, Montgomery, AL 36106-3683, as a sole source provider for the continuation of Architect/Engineer (A-E) Environmental Engineering and Occupational Health (EEOH) services at MSFC, located in Huntsville, Alabama. The period of performance will be through March 31, 2019, to allow for award of the follow-on contract. The A-E contract provides engineering professionals with experience in Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) investigation/clean-up, as well as natural resources specialists, cultural resources specialists, chemists, risk assessors, hydrogeologists, regulatory compliance specialists, remediation services providers to maintain compliance with state and federal environmental regulations, and respond to a legally enforceable Federal Facilities Agreement with the Environmental Protection Agency (EPA) and the Alabama Department of Environmental Management (ADEM). This recommendation is made pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1) when an agency's needs for supplies or services are available from only one responsible source and no other source will satisfy Agency requirements and 10 U.S.C. 2304(d)(1)(B), unacceptable delays in fulfilling the Agency's requirements. In accordance with FAR 6.302-1(a)(2)(iii), services may be deemed to be available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the Agency's requirements.
