- INTRODUCTION: This RFI (Request for Information) is issued solely for information and planning purposes and does not constitute a solicitation. This RFI is intended to get industry feedback for a new solicitation for the Department of Veteran s Affairs (VA). The anticipated solicitation will be for credentialing verification services and support and to ascertain if there are companies that collect, store, and allow online access to health care provider self-reported and attested credentialing data. The VA is not seeking proposals at this time and will not consider unsolicited proposals provided in response to this RFI. This RFI does not obligate the VA to release a solicitation. All responses will be in the form of information and materials. This announcement serves as a notice and invitation to ask for industry assistance in responding to the attached questionnaire. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. BACKGROUND: The VA, Office of Community Care (OCC) requires a vendor with broad knowledge of, and a history of experience in provider and facility demographic information gathering, credentialing, and accrediting services. Contracting for these services will relieve the local staff of VA Medical Centers (VAMCs) of work associated with collecting provider demographic and professional information and credentialing services. Further this contractor will assist both the local VAMC staff and Office of Community Care (OCC) to monitor the entire network of community outpatient and facility providers. Verifying credentials is an essential safety component of the health care system and the VA shall establish the qualifications of licensed medical, dental, and allied health professionals by having the contractor assess their background and legitimacy to provide care to our Veterans prior to sending them out for community care. WRITTEN RESPONSES: Please provide a brief explanation in response to each question below. Responses can be submitted to james.moran3@va.gov. Responses are due 12PM Mountain Time, November 14, 2018. The VA requests that interested parties provide the following information: Is your company familiar, and have verifiable experience, with health care credentialing processes? What is your company s ability to collect, store, and allow access to online health care provider self-reported and attested credentialing data? What is your company s ability to allow access to key provider demographic elements for health care providers nationwide (not only those credentialed) as one-stop portal for unlimited number of user accesses at no additional cost through a web based service that serves as a repository of health care provider information? What is your company s ability to provide ccredentialing verification services based on the National Committee on Quality Assurance (NCQA), Utilization Review Accreditation Commission (URAC), Commission on Accreditation of Rehabilitation Facilities (CARF) or other credentialing or certifying bodies standards and elements? What is your company s ability to continuously monitor providers to ensure that providers (and facilities) licenses have not been revoked, sanctioned, or restricted, and that they are not on any other exclusionary list to include List of Excluded Individuals/Entities (LEIE) and System for Award Management (SAM)? Is your company familiar, and have actual experience, with something like a credentialing review committee to review rejected/appealed credential verification scores? Can your company provide credentialing support off-site and on-site as part of the credentialing review committee process if deemed necessary? Can your company ramp-up its capacity to process credentialing verification to meet initial start-up of this effort for approximately 40,000 providers that are currently not credentialed by VA? Provide high level plan for providing this capability. Does your company currently have any contracts with the VA or other U.S. Government agencies providing health care credentialing verification services or any similar services? If so, please provide the contract number, department name, agency name, if applicable, and a brief description of the work being performed. Does your company charge an initial implementation or annual fee for your credentialing verification services? If so, what is the fee? The VA anticipates online training for an initial group of VA employees who will then train co-workers. Could your company support this training method and maintain online updated materials for the online training? If deemed necessary, contractor employees will be subject to background security investigations and will be required to obtain Personnel Identity Verification (PIV) cards prior to gaining access to VA facilities, files, and computer systems. Can your company expeditiously meet these requirements? Type of pricing structure (e.g. hourly rate, per credential verification, percentage rate) your company typically uses for credential verification processing and why this structure is used. If responding with a pricing structure other than per credential verification rate above, could your company propose a per credential verification rate? What does your company estimate its per credential verification rate to be for FY 2018 and FY 2019? (The VA anticipates that these are rough estimates and based on limited information. The VA will not hold any interested party to the rates provided.) Does your company use range pricing for health care credentialing verification unit prices? Approximately what ranges and unit prices would your company propose? What is the average and range of credentialing verification your company processes monthly and annually in its current capacity? Does your company currently possess the capacity to process the credentialing verification volume mentioned above or would it require additional personnel and facilities? Please explain. Approximately how many credentialing verification processors would your company need on staff to successfully meet the VA s monthly inbound credentialing volume requirement mentioned above? What is the average number of credentials a processor processes daily and monthly at your company? What is the typical hourly rate credentialing verification processors are paid at your company? Under what NAICS code does your company identify/perform health care credentialing processes? When responding please include your small business status if applicable, DUNS number, and any applicable GSA contracts you have.
