Description
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), is conducting a Market Survey/Request for Information for contractor support to provide overhaul, repair and modification services for the following propeller assemblies: (1) Hartzell Model HC-B4MP-3B Propeller Assembly and Blade Design MI0476 (applicable to the Beechcraft Super King Air Model 300). (2) Hartzell Model HC-E4N-3N / D8990SK Propeller Assembly (applicable to the Beechcraft King Air Model C90GTI) The Contractor performing on this contract must be a Federal Aviation Administration approved repair facility, with Class 2 propeller rating per Code of Federal Regulations (CFR), Chapter 14, Part 145.59(c). Any subcontractors performing this contract must hold a valid FAA repair station certificate, a limited repair station rating per (CFR) Chapter 14 Part 145.61(b)(3). The Contract personnel performing the work and providing supervisory oversight must have adequate training and experience in accordance with CFR 14 Part 65. Inspection, repair, and overhaul of propeller assemblies requires a high degree of skill; therefor e, personnel with inspection and supervisory responsibilities are expected to possess at a minimum a FAA Propeller Repairman's Certificate and a minimum of 18 months practical experience with Hartzell propeller assembly overhauls. All major repair work must be accepted by an FAA certified maintenance technician and hold a Factory Training Certificate from Hartzell Propeller. The Contractor must have a minimum of four (4) years of experience providing full service capabilities on the Hartzell propeller types listed in this description of work. The contractor must demonstrate their ability to provide full service capabilities by providing evidence of their most recent successful Hartzell repair station audit or demonstrate their capability by describing processes/procedures in sufficient detail to show that their capabilities meet the criteria contained in the Hartzell Repair Station Audit Checklist The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will NOT pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor s expense. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms, capable of fulfilling this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The primary principle North American Industry Classification System (NAICS) code anticipated for this effort is 336413, Other Aircraft Propellers and Parts Manufacturing, with a Small Business Size Standard of 1,250 employees. HOW TO RESPOND TO THIS MARKET SURVEY: Interested contractors should submit the following documents to the point of contact listed at the bottom of this announcement: 1. Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. 2. Capability Statement - This document should identify: a) Type of services provided by your firm, which should address your experience with the task required in the PWS. b) Size and type of services provided under previous contracts (elaborate and provide detailed information and past performance). c) Number of years in business 3. Qualifications- Please address your company's ability to fulfill this requirement in accordance with the attached DRAFT PWS. 4. Please indicate if your company currently offers these services through a General Services Administration (GSA) Federal Supply Schedule (FSS) or Multiple Award Schedule (MAS) or other contractual vehicle. 5. Please provide general information regarding the range of costs typically charged for fulfilling this type of requirement. The FAA may use the information for informational purposes ONLY and it is NOT binding in any way. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. PLEASE NOTE THERE IS A PAGE LIMITATION OF THREE (3) PAGES MAXIMUM PER RESPONSE TO THIS MARKET SURVEY.
