Description
The USDA Forest Service (USFS) is interested in establishing an alternative source for the U.S. Department of Agriculture, Forest Service, Specification for Long Term Retardant, Forest Fire, Aircraft or Ground Application, 5100-304c (NAICS code 115310 or 325180). The current sole source vendor is Perimeter Solutions. The product must be provided in locations, volumes and time constraints dictated by the contract which can fluctuate based on the severity of the fire season. The annual estimated volume of retardant utilized in the United States is 26M gallons. The annual value of the retardant and services to deliver, mix and load retardant exceeds $100M. In order to support the establishment of alternate sources, the USFS is holding an industry day on 15 November 2018 from 0800 to 1200 local time at the Best Western Vista Inn, 2645 W Airport Way, Boise, ID in the Bitterroot Room. The USFS will provide background information on the long-term fire retardant program; technical information regarding the specification, testing, and qualification process; and potential opportunities for Government contracts, to include exclusion of sources to establish or maintain alternative sources in accordance with FAR 6.202. There may also be specific opportunities for small businesses. At the industry day the USFS would like to hear from interested parties regarding their interest, perceived limitations of market entrance, performance and price risks, desired guarantees, and other topics which would promote an increase in manufacturers and suppliers. The results of this market research will contribute to an approach that the USFS uses to support alternate sources, especially small business concerns. The USFS has testing and approval procedures established for the evaluation of products that suppliers propose for use by the USFS and its cooperators during wildland fire management operations. All products submitted under the established Qualification Requirement (QR) must meet U.S. Department of Agriculture, Forest Service, Specification for Long Term Retardant, Forest Fire, Aircraft or Ground Application, 5100-304c with amendments. The current specification can be found at www.fs.fed.us/rm/fire/wfcs/documents/304c.pdf. Products that do not meet all requirements of specification 5100-304c will not be considered. Qualification testing and evaluation costs for small business will be borne by the USDA as provided by FAR 9.204(a)(2). If your organization has the potential interest or capacity to meet the qualification requirements and provide products and related services as required, please attend the industry day and/or provide the following information: 1) organization name, contact name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial liability for any costs incurred. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission instructions: Interested parties who consider themselves qualified to provide the products and related services listed above are invited to submit a response to this Sources Sought Notice by 26 November 2018 at 1200 Mountain Time.
