Description
NGA History Program Attachment A PWS Request For Information National Geospatial-Intelligence Agency History Program 26 October 2018 1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2.Purpose and Scope: On behalf of the National Geospatial-Intelligence Agency (NGA), the Office of Corporate Communications (OCC) uses Curatorial, Archival and Museum Management support as part of the NGA History Program. OCC utilizes contractor support to operate and maintain the Material Culture aspects of NGA's history, to operate and maintain the Archives resident in the Historical Research Center and to preserve and communicate NGA's history to NGA's employees. Partners and leaders through exhibits and museum experiences. 3.Requirement: NGA has a potential requirement for three (3) subject matter experts to provide non-personal, professional support services on site at NGA's Springfield, VA (NCE), and St. Louis, MO (NCW), sites in the functional areas of curator, archivist and museum management. The anticipated activities of the three positions are described below. Attachment A provides additional information about the requirement. 3.1.Lead Curator The contractor shall provide a wide range of curatorial tasks that include, but are not limited to, the following: - Carry out artifact and record processing. - Teach informational workshops and conduct local educational outreach in partnership with other lead divisions in acc. - Apply professional museum quality standards to every task and provide advice and assistance with the inventorying and enforcing accountability procedures for historical artifacts in NGA custody. - Record artifact inventories in the Past Perfect System employed in the NGA Historical Research Center - Assist in refining internal charge out and external loan procedures for artifacts. - Advise on artifact selection, storage and curation requirements. - Apply History Program procedures for working with other museums on loans, joint exhibits, artifact research, artifact solicitation and assist/advise in acquisition decisions. - Work with the NGA Historian to create and compose displays, posters and exhibits. This assistance is to be provided at NGA facilities or such other locations,' as the NGA Historian deems necessary. - Assist the organization in the planning and execution of internal information, community and media relations relative to historical and museum programs. - The primary place of performance of the Lead Curator is the NGA Historical Research Center located at (NCE). The estimated level of effort (LOE) for this support is 1,488 hours per year. 3.2.Archivist The contractor shall provide a wide range of archival tasks that include, but are not limited to, the following: - Professional archival support services applied to the information contained in all types of records in the custody of the agency Historian. - Archival processing, customary basic preservation procedures, inventorying and entering records metadata to the folder level in the Past Perfect System employed in the NGA Historical Research Center. - Assist in collaborative efforts with NGA records management and with the National Archives, advising on documents suitable for NGA displays and exhibits. Working with the NGA Historian on agency records policy and assistance with customer service relating to the documents and history of NGA. - Organize archival records and apply the proper classification systems to facilitate access to archival materials. - Provide reference services and assistance for users needing archival materials Prepare archival record collections to allow easy access to historical information through finding aids and statements of content generated concerning public access and use of materials. - Research and record the origins and historical significance or archival materials Locate new materials and advise government customers on acquisition, preservation and display possibilities. - The primary place of performance of the Archivist support is the NGA historical Research Center located at NCE. The estimated level of effort (LOE) for this support is approximately 1,860 hours annually. 3.3.Museum Manager/Curator The contractor shall provide a wide range of museum management/curatorial tasks that include but are not limited to, the following: - Assist the Historian and Lead Curator by working with the OCC colleagues to plan and execute communications strategies in support of museum exhibits and publications, visitor education and all efforts to raise historical awareness and knowledge within the NGA workforce, its partners and the public at the NGA Museum. - Provide guided tours of the museum and exhibit. - Assist in the planning and execution of internal information, community and media relations relative to museum programs. - Recommend exhibits, publications and new sources of historical information to NGA's Historian. - Conduct annual update of tour guide for NGA museum in St. Louis Artifact and record processing assistance. - Teach informational workshops and conduct local educational outreach. - In consultation with the Lead Curator, record artifact inventories in the Past Perfect system employed in the NGA Historical Research Center. - Assist the NGA Historian and Lead Curator with the artifact selection, storage and curation requirements. - Assist in the application of approved NGA History Program procedures for working with other museums, supporting joint exhibits and artifact research and artifact solicitation. - Assist NGA staff with displays, posters and exhibits. - The primary place of performance of the Museum Manager/Curator support is the NCW. The estimated level of effort (LOE) for this support is 1488 hours per year. 3.4.The Government will provide all necessary archival supplies, computer networks and telephone connections. Travel to other CONUS NGA facilities may be necessary to carry out artifact inventorying and related survey and preservation questions. Any travel required under the terms of this contract will be done at the expense of the government in accordance with applicable federal regulations and policies. 4.Personnel Requirements The contractor shall provide personnel with the appropriate skills, experience, education and qualifications necessary to accomplish the tasks as described in the this section. 4.1.Lead Curator: Personnel must be skilled in museum practice, artifact preservation and management with a minimum of a master's degree in history or museum management and 15 years of experience in a history related position. 4.2.Archivist: Personnel must have a master's degree in library science, history or a related field of study with a minimum of 15 years of experience in a history related position. 4.3.Museum Manager/Curator: Personnel must have a bachelor's degree in history, museum studies, museology or a closely related field and at least 10 years of experience in a history­ related position. 5.Period of Performance: The Period of Performance is for one twelve (12) month base period with four (4) twelve (12) month option periods. 6.Security: Qualified personnel will require access up to TS/SCI. 7.Requested Information: Responses must only contain UNCLASSIFIED information and be marked "UNCLASSIFIED" on all pages in both the header and footer. No classified information may be included in your response. Neither proprietary or classified concepts, nor classified information should be included in the submittal. Input on the information contained in the responses may be solicited and reviewed by NGA non-Government consultants or experts who are bound by appropriate non-disclosure agreements. 8.ADMINISTRATIVE: RFI response should include the respondent's company name, mailing address, phone number, company website if applicable, and e-mail of designated point(s) of contact. 8.1.Based upon North American Industry Classification System (NAICS) code 541690, Other Scientific and Technical Consulting Services, size standard $15m, is the anticipated NAICS code for the purposes of this RFI. The responder should provide answers to the applicable questions to assist the Government in market research. To be considered for a Small Business set-aside, at least 50 % of the cost of contract performance incurred for personnel shall be expended for employees of the responder. This RFI should not be construed in any manner to mandate implementation of any of the actions contemplated herein, nor to serve as the basis for any claim whatsoever for reimbursement of costs for efforts expended in preparing a response to the RFI. The submitter of an RFI response is not required to participate in any potential future acquisition for this requirement. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and cannot be accepted by NGA to form a binding contract. 10.Responses: Responses are due no later than 7:00 A.M. EST, 14 November 2018. Reponses shall not exceed 5 pages. Responses shall be submitted via email to Robert Sherbondy, Contract Specialist, robert.m.sherbondy@nga.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. This RFI is only intended for the Government to identify sources that can provide the needed services to fulfill the Government's requirements. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
