Description
PRE-SOLICITATION NOTICE Solicitation No.: 19GE50-18-R-0042 The American Consulate General, Frankfurt hereby provides the following Pre-Solicitation Notice in respect of the issuance of a Request for Proposals (RFP) for: CURTAIN / WINDOW COVERING CLEANING AND REPLACEMENT SERVICES U.S. CONSULATE GENERAL FRANKFURT, GERMANY The Regional Procurement Support Office in Frankfurt, Germany intends to issue a Firm-Fixed Unit Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) type of contract in December 2018; on behalf of the U.S. Consulate General Frankfurt. The scope of work requires the successful contractor to clean, repair, replace, or install new curtains or blinds within the Real Property Facilities of the US Consulate General Frankfurt Compound, and the living quarters in the Carl Schurz Housing Area, and the privately-leased off-Post living quarters of authorized Consulate employees, as identified by the Contracting Officer's Representative (COR), assigned to this contract. The contract will be for a one-year base period, with four one-year options to renew. It is anticipated that the services will start on January 1, 2019. Offers will be due approximately 30 days after release of the solicitation. At a minimum, each Offeror must meet the following requirements: • Technically qualified and financially responsible to perform the work; • Be able to demonstrate prior experience in the logistics and textile treatment services industries, and manufacture and repair of curtains, blackout curtains, and sheers preferably in Germany, with suitable references; • Have the necessary personnel, equipment and financial resources available to perform the work; • Meet all local insurance requirements; • Potential Contractors shall be in possession of all required permits and licenses to work in Germany; or, be able to show proof of the ability to acquire such permits and licenses; and, be registered in the Website: System for Acquisition Management (SAM). NOTE: Registration in the SAM database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at the help tab of https://www.sam.gov. The solicitation documents will be supplied only upon request; the documents will not be posted on FBO, or elsewhere in the internet. Only those companies that request a copy of the solicitation by the established deadline will receive the solicitation documents and the Request for Proposal. The estimated price for this contract is between 500,000.00 and 1,000,000.00 U.S. Dollars for the base year and all four option years, if exercised. This solicitation may result in multiple contract awards. A pre-proposal conference and site visit will be held; the place, date, and time will be announced in the solicitation documents. The U.S. Government is not responsible for reimbursing any company for costs associated with attending the Pre-Proposal Conference. Attendance at the Pre-Proposal Conference is not a mandatory requirement for submitting a proposal; but, is recommended. You are encouraged to make your proposal competitive. You are also cautioned against any collusion with other potential Offerors with regard to price proposals to be submitted. The RFP does not commit RPSO-FR to make any award; RPSO-FR may cancel this RFP, or any part of it. Companies interested in the solicitation shall express their interest by written correspondence by November 12, 2018 to the attention of David A. Cubitt at CubittDA@state.gov using the solicitation number 19GE50-18-R-0042 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of firm, name, telephone and fax numbers, and email address of Point of Contact and complete physical and mailing address of Firm. The solicitation document will only be available in the English language. All translations will be at the Contractor's own expense. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
