Description
The Government intends to issue a new contract with a Technical Data Package(TDP) to provide breech reliability upgrade kit parts to the Defense Logistics Agency, Army General Supply System, in order to replenish the M109 family of vehicle breech parts. This effort will address compatibility issues with the M284 cannon assembly versus the breech legacy part and implement a complete fleet replacement strategy for all affected breech parts. The total period of performance is 36 months, which includes one base year and 2 option years. First Article Testing is required. A total quantity of 6,975 breech upgrade kit parts are required to be delivered during each delivery period of the contract. Delivery of not less than 50% of each part quantity required no later than 30days after sucess of First Article Testing (FAT) at the start of the base year and and at the 12th month. Delivery required no later than (NLT) 60 days after each option exercise and at the 12th month. The Government intends to solicit, negotiate and award a Firm-Fixed Price Contract type to the successful offeror. The Government will consider all proposals from interested, responsible sources that are received by the closing date of receipt of proposals. Interested, responsible sources will be required to submit their response via email to Sophia.L.Pace.civ@mail.mil. The subject line of the mail submission must read: Offer for consideration under solicitation W56HZV-18-R-0152. The estimated release date of solicitation W56HZV-18-R-0152 is 21 September 2018 and the closing date for receipt of proposals is 22 October 2018. Revised Description: The Government intends to issue a new contract with a Technical Data Package (TDP) to provide Breech Reliability Upgrade Kits in order to replenish the M109 family of vehicle breech kits. The breech assembly on the M109 series of artillery vehicles has not kept pace with advances in munition propellants. The Product Manager (PdM) Self-Propelled Howitzer Systems (SPHS) has implemented engineering changes to breech parts on the M284 cannon assembly (referred to as the M284 Breech Reliability Upgrade Kit) that results in a more robust firing train assembly. Many of the changed parts are not compatible with the breech legacy parts. This has necessitated the implementation of a complete fleet replacement strategy for the affected breech parts. Therefore, the Government will procure a supply stock of M284 Breech Reliability Upgrade Kits to meet demand needs of the entire fleet of the M109 Family of Vehicles (FOV). Period of performance is 1 year (12 months). First Article Testing is required. A total of 200 Breech Upgrade Kits is required for this procurement for delivery during the performance of the contract. Delivery of not less than 50% (100) is required no later than (NLT) 60 days after successful First Article Testing (FAT) after contract award and at the 12th month of the base year. The Government intends to solicit, negotiate and award a Firm-Fixed Price Contract type to the successful Offeror. The Government will consider all proposals from interested, responsible sources that is received by the closing date of receipt of proposals. Maximum size of email offers shall not exceed 3.5 megabytes, compressed files must be self-extracting and have appropriate instructions to open.
