- Atch 1 to Specifications. Table A Draft Pricing Structure Draft Specifications Western Area Power Administration (WAPA) is conducting market research on the viability of an IDIQ contract for disconnect switches. The purpose of this request for information is to obtain technical and/or business information and input from the marketplace for planning purposes. The information provided may be used by WAPA in developing its acquisition strategy, specifications, and solicitation. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information submitted in response to this RFI. WAPA is conducting market research to identify qualified businesses to provide technically acceptable 15kV-525kVdisconnect switches, insulators and support structures for WAPA. Disconnect switches will need to meet low, moderate and high seismic qualification. Disconnect switches will be installed at different elevations (<3300ft, 3300ft to 7000ft, >7000ft). The NAICS code for this requirement is 335313. The non-manufacturer rule is not waived for this requirement. In accordance with FAR 19.102, to be considered responsive any offeror shall be a small business as defined by the SBA size standards assigned to the NAICS code 335313 and shall provide either its own product or that of another domestic small business manufacturing or processing concern (see 13 CFR 121.406). Interested parties should submit a capability package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the stated requirements. Submit a 10 page (maximum) paper not including cover page, describing the items listed below. 1. Company Name, mailing address, CAGE Code, website, point of contact, phone number, and email address. 2. Business size under NAICS Code 335313, Switchgear and Switchboard Apparatus Manufacturing (small business, woman owned small business, HubZone, etc.). Whether the company is a manufacturer or distributor. 3. Provide answers to the following questions: a. Is there any reason that a vendor could not provide all the requested items in the draft Contract Pricing spreadsheet? b. "Shipping and off-loading" or "shipping only" delivery will be included as a single line item for each delivery order. Disconnect switches could be delivered to multiple western states. The shipping CLIN will be cost reimbursement with the vendor needing to provide a shipping re ceipt when submitting an invoice for payment. Is there an industry standard on shipping? Do you have a different recommendation on how WAPA would handle the shipping cost differently? c. Do you have recommendation on how the Pricing spreadsheet might be structured differently? If so, please provide example. Of concern to WAPA is how to separate the seismic qualification for each voltage. d. Is there any industry barriers to have a base plus 4 options contract due to pricing? Due Date: Responses are due not later than 2PM PST on 9 Nov 18.
