Counternarcotics (CN) Advisor Santo Domingo, Dominican Republic Issuance Date: 10/29/2018 Closing Date: 11/13/2018 SOLICITATION NUMBER: PSC-19-009-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. NOTE REGARDING GOVERNMENT OBLIGATIONS FOR THIS SOLICITATION This solicitation in no way obligates the Department of State to award a PSC contract, nor does it commit the Department of State to pay any cost incurred in the preparation and submission of the application. INL's Office of Western Hemisphere Programs (INL/WHP) develops narcotics control and anticrime policy initiatives for countries in the Western Hemisphere that produce and transit narcotics. INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other U.S. agencies. INL/WHP is responsible for coordinating policy and programs with other U.S. government (USG) departments and agencies involved in international narcotics control and crime activities, including the Office of National Drug Control Policy (ONDCP), the Department of Defense (DOD), Department of Justice (DOJ), Department of Homeland Security (DHS), Department of Treasury, and the U.S. Agency for International Development (USAID). Purpose: The purpose of the personal services contract is to provide a Counternarcotics (CN) Advisor to the Narcotics Affairs Section (NAS) at the U.S. Embassy in Santo Domingo, Dominican Republic. The Advisor will be the primary advisor to the NAS on all matters related to counternarcotics. Duties and Responsibilities: 1.Manage the day-to-day operations of the narcotics law enforcement project in Dominican Republic, including all interdiction activities. 2.Coordinate institution building of the Dominican Republic's counternarcotics police with special emphasis on training activities at the National Directorate for Drug Control (DNCD) academy to build their interdiction capability. 3.Assist in the end-use monitoring of commodities provided to the host government by the U.S. Government (USG). 4.Arrange logistical support for counternarcotics operations in the Dominican Republic and coordinate logistical requirements. 5.Review logistical support requests for accuracy and applicability and develop requirements for supporting DNCD counternarcotics operations. 6.Advise the NAS Director on training required to improve counternarcotics police performance in detection, interdiction and disposal of illicit drugs. 7.Advise the NAS Director, GODR, and Embassy contacts on appropriate types and levels of support needed to initiate and sustain NAS-funded projects. 8.Provide input to the annual country budget request, end-use monitoring report, the International Narcotics Control Strategy Report (INCSR) and the Advanced Acquisition Plan (AAP). 9.Work directly with other USG agencies to help build the DNCD's counternarcotics capabilities by coordinating USG-provided training, logistical support, and technical assistance. 10.Work with the DNCD to develop counternarcotics strategies and programs, including building interdiction capacity at the ports, borders, and mobile interdiction operations. 11.Assist in the development of the necessary command, control, communications, and intelligence support needed to effectively support various interdiction units. 12.Work with NAS and host nation personnel to improve the DNCD counternarcotics police's investigative capacity by providing technical support for communications, computer systems, data analysis, and field investigations. 13.Draft letters, cables and other reports on NAS activities under general guidance of the NAS Director. 14.Provide briefings, program evaluations, and supports high-level visits to NAS support activities. Relationships: The Advisor will receive general guidance and report directly to the NAS Director. Specific assignments originate frequently from liaison activities and the Advisor will negotiate the draft scope and objectives of counternarcotics related projects independently with little input or review. Trainings & Distance Learning Courses: 1.Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 90 days of arriving at Post. 2.Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.Completes INL 101 Training within first year at Post. 4.Completes online EEO and Harassment Training within thirty (30) days of arriving at Post. 5.If applicable - Consultations with the INL Program Office may be required. Guidelines: Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961, as well as other laws, including other authorities under the FAA, the Arms Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act, which appropriates funds for the INL programs, other supplemental appropriation laws, and the DOS Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. Complexity: This position involves analyzing, assessing, planning, organizing, and implementing of complex counternarcotics law enforcement projects. Scope and Effectiveness The Advisor will perform broad and extensive assignments related to complex programs spanning the full range of counternarcotics activities, to include detection, investigations, training, and analysis of counternarcotics unit's abilities to effectively interdict illicit drugs, all of which have significant interest to both the public and to Congress. Personal Contacts: The Advisor will work closely with the NAS Director, NAS personnel, INL Program Offices, and personnel in other Embassy agencies. In addition, the Advisor will maintain contact with the police, military, justice sector, and non-government organizations (NGOs). Minimum Qualifications: 1.U.S. Citizenship and the ability to obtain and maintain Department of State (DOS) Secret level security and medical clearances. 2.Bachelor's degree from an accredited institution or 10 (ten) years related experience in the military, law enforcement, international development, international affairs, or public administration. 3.Ten (10) years of relevant experience in counternarcotics operations. 4.Five (5) years of progressive employment experience in either law enforcement rule of law capacity building, U.S. military joint and combined military operations, or direct experience in INL-managed counternarcotics programs. 5.Demonstrated previous overseas experience working with host governments in Latin America. 6.Demonstrated three (3) years of general administrative and program management experience with experience evaluating programs and identifying areas for improvement/change. 7.Demonstrated supervisory level experience in strategic planning for small, medium, and large units. 8.Demonstrated experience in training/instruction of foreign personnel. 9.Demonstrated experience in developing and managing investigative capabilities. 10.Demonstrated strong interpersonal and liaison skills dealing with host government and USG officials in a multicultural environment. 11.Fluent in Spanish both written and spoken is required (FSI 3/3 level). 12.Proficient in Microsoft Office programs, such as Word and Excel. Evaluation Criteria: Factor 1Interdiction or Eradication Operations: (30 points) Demonstrated experience in planning and developing interdiction or eradication counternarcotic strategies and programs and ability to coordinate with Spanish-speaking host country civilian and police officials. Factor 2Program Design and Implementation: (20 points) Demonstrated knowledge of counternarcotics policies, concepts, practices and principles relevant to analyzing and developing recommendations for program design and implantation in furtherance of USG objectives. Factor 3Program Management and Administration (20 points) Demonstrated knowledge and experience in managing, planning and conducting oversight functions of a U.S. government sponsored program. Factor 4Liaison and Communication: (20 points) Demonstrated liaison experience, liaising with both host nation officials and U.S. government agencies and personnel. Demonstrated ability to communicate complex issues in a timely and concise manner, both verbally and in writing. Factor 5:Past Performance: (10 points) Past performance evaluation of applicant's ability to perform under a contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
