Description
CONTRACT NUMBER: FA4610-13-D-0010 DESCRIPTION: NOTICE OF INTENT TO AWARD SOLE SOURCE The 30th Contracting Squadron (30 CONS) at Vandenberg AFB, CA intends to extend the existing Packing, Containerization & Local Drayage of Direct Procurement Method (DPM) Personal Property Shipments (Packing & Crating Services), on a sole-source basis, from 01 December 2018 through 31 March 2019, to Andersen Van & Storage, Inc. (AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901) to award on a sole-source basis). The Government contemplates the proposed extension to consist of one (1) four (4) month option award for the period of 01 December 2018 through 31 March 2019. Andersen Van & Storage Inc. currently performs requirements for Packing & Crating Services under contract FA4610-13-D-0010. 30 CONS is working to award a new Packing & Crating Services requirement and competitive acquisition is currently underway. A solicitation for the new requirement will be available on the Federal Business Opportunities (FBO) website on or around November 2018. It is anticipated an award will be made during the January/February 2019 timeframe or sooner. The requirement is for Packing, Containerization and Local Drayage of Direct Procurement Method (DPM) Personal Property Shipments for the JPPSO-NC and 30 Logistics Readiness Squadron (LRS) at Vandenberg AFB, California. The services include pre-move survey, servicing of appliances, disassembly of furniture, packaging, inventorying, tagging, wrapping, padding, and packing of household goods in government-owned and furnished shipping containers at member's/employees' residence. Services also include properly securing and sealing for shipment, weighing, obliterating old markings, marking, strapping, and drayage of the container within the area of performance. Work to be performed includes services for Schedule I - Outbound Services, Schedule II - Inbound Services, and Schedule III - Intra-City and Intra-Area Moves. The area of responsibility includes San Luis Obispo and Santa Barbara, California. The loss of Packing & Crating Services poses an immediate risk due to impact on mission support operations. Failure to provide this support would seriously impact personal property shipments in conjunction with personnel assignments inbound, outbound, and around the Vandenberg AFB area of responsibility. The time it would take for a new contractor to get on board to perform these same services would result in substantial duplication of costs to the Government that are not expected to be recovered through competition. Additionally, it would create unacceptable delays in fulfilling the agency's requirements as a result of the potential break in service thereby negatively impacting the Vandenberg AFB mission. Andersen Van & Storage Inc. currently holds all required certifications and clearances required to perform required services; is familiar with established processes and procedures; and is otherwise eligible for contract award under all applicable laws and regulations. Therefore, 30 CONS intends to execute this action as a sole-source award to Andersen Van & Storage, Inc. which is the only company capable of adequately providing Packing & Crating Services to Vandenberg AFB in a timely manner, without a break in service, and with minimum impact to mission support operations. The closing date and time for any responses to this proposed contract action is 15 November 2018 at 4:00 PM PST.
