- TITLE: 65- Notice of Intent to Sole Source to Small Business SOL: 36325219Q0064 DUE: October 31, 2018 at 9am CST SET ASIDE: none NAICS: 333314 (Optical Instrument and Lens Manufacturing) REQUESTING AGENCY: Network Contracting Office 12, Great Lakes Acquisition Center, 115 S. 84th Street, Suite 101, Milwaukee, WI 53214 POC: Shari Lee; shari.lee@va.gov Mail all responses only to: Shari Lee at shari.lee@va.gov DESCRIPTION: NOTICE OF INTENT TO AWARD TO A SOLE-SOURCE SMALL BUSINESS VENDOR under FAR Part 13 procedures. The Department of Veterans Affairs Contracting Office 12 (NCO 12) intends to award on a sole source basis with Quantel USA. (DUNS: 102365798), pursuant to FAR Subpart 13.5, FAR 13.106-2(b)(i) and FAR 13.601-3. In Accordance with FAR 13.106-1, the Justification and Approval for Sole Source is placed in the Contracting Officers contract files. This procurement, in accordance with FAR 13, is for an eye laser that will be used in the Ophthalmology Department at the Edward Hines Jr. VA Medical Center located in Hines, Illinois 60141-5000. Specifically, this laser will be used in intraocular retina surgery, to treat create a retinal scar that will help treat such conditions as retina tears/detachments or diabetic retinopathy. Currently, this VA Medical Center is currently loaning this same brand-name laser, as the older model laser cannot be used or repaired since the energy from the laser is unstable and patient safety could be compromised. The CO determined that this procurement gives the Government the Best Value. The Contracting Officer conducted market research and determined that Quantel USA is the only vendor capable of providing the equipment necessary that meets the Government s needs. Further, Quantel USA provided a sole-source proprietary letter stating that the below noted equipment and items can only be purchase via Quantel USA, as they are the manufacturer s and only authorized sellers of their medical equipment. No solicitation document exists and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide supplies/services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government may consider all Expressions of Interest received prior to October 31, 2018, at 9AM CST. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be emailed to Shari.Lee@va.gov and received by 9AM CST on October 31, 2018; bidders are responsible for ensuring their Expressions of Interest reaches the designated contracting officer on-time.
