- J&A for Revision Military PDM Support The government seeks to award a sole-source contract to Revision Military Ltd. of Essex, Vermont for technical support of government testing and integration of the Power Driver Managers (PDM) for the Tactical Assault Light Operator Suit (TALOS) MK V system. The government also intends to acquire from Revision Military Ltd. two Advanced Battery Charger power adopters for charging the BB-2257 batteries used in one of the TALOS MK V subsystems. The PDM prototype was designed and developed by Protonex Technology Corporation (Protonex), a subsidiary of Ballard Power Systems (Ballard) under Contract H9222-15-C-0004. Ballard has subsequently sold the portion of Protonex that was responsible for developing the PDM to Revision Military Ltd. along with all of the intellectual property (IP) rights associated with the PDM. Providing technical support to the government for the testing and integration of the custom-built prototype PDM from Revision Military Ltd. is a logical continuation of the work performed by Protonex. Competing the work creates significant challenges for potential competitors as the IP is owned by Revision Military, capital investment requirements are prohibitive, and the need for significant resources to prepare for and manage the six-month effort. Additionally, the overall integration schedule of the PDM into the MK V, of which the PDM is a vital component, must be maintained. Interested parties may submit their capabilities to perform this effort in writing to the identified point(s) of contact not later than 4:00 PM Eastern Time on November 15, 2018. Such capabilities/qualifications will be evaluated for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition, based on responses to this notice, is solely within the discretion of the Government.
