- 1) Physical requirements of the Natural-Neoprene Rubber Compound Synopsis: This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this notice. The intent of this notice is to inform industry of the Government's anticipated acquisition strategy; solicit feedback from industry sources that are qualified or are interested in becoming qualified to produce a custom blend rubber compound per the physical requirements and formulation specified herein; and, capabilities of small and large business entities to satisfy the Government's requirement. Naval Surface Warfare Center, Carderock Division (NSWCCD) has a new requirement for 120,000 pounds of natural-neoprene rubber compound to support new construction and in-service engineering agent. It is estimated that three delivery orders for 8,000 lbs of material each, would be awarded every four (4) months during a potential five (5) year period of performance. NSWCCD anticipates a Sole Source, Firm-Fixed Price (FFP) Multiple Award Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract. Included in, or attached to this notice is a 1) Market Research Questionnaire, 2) Physical Performance Requirements in Table I and 3) Suggested Natural-Neoprene Rubber Compound in Table II. Industry is asked to review, complete to the best of your ability, and submit the market research Questionnaire with comments, by the due date and time specified herein. All responses to the Questionnaire will be used by the Government to determine the capabilities and probability of participation by small or large business prime contractors in an upcoming solicitation; to make future decisions regarding this effort; and to make set-aside determinations in accordance with FAR Part 19 - Small Business Programs. Additionally, responses will be used to make revisions to the Performance Specifications as necessary, and to assist in the development of a Performance Work Statement/Statement of Work. Updates or revisions to this notice and attachments contained herein will be posted as they become available, as applicable. All interested parties are asked to submit all questions to this Notice as soon as possible, but no later than November 20, 2018 @ 1200 EST via email to Samara.Hasberry@navy.mil & Zelda.Rappuhn@navy.mil, with email title to include: "Capability Statement Rubber Compound" in subject line. All answers to questions received by the due date will be posted by December 3rd, 2018 @ 1200 EST. Questionnaires & Capability Statements shall be received at the email address above no later than December 10, 2018 @ 1200 EST. Market Research is being conducted to determine all potential socio-economic small businesses and large businesses interested in, and capable of, providing the products identified herein. Small Business Size Standard: 38.5 (millions of dollars) (For more information about Small Business Size Standards, please refer to http://www.sba.gov.) Anticipated Contract Type: Firm-Fixed Price (FFP) Background Information & Anticipated Requirements: Requirements: 1) Each mixed batch shall be segregated and assigned a batch identification number for quality assurance tracking purposes. 2) The contractor shall provide industry standard quality assurance certification data with each mixed batch. This quality assurance data shall include specific gravity, tensile, elongation, hardness, and oscillating disk rheometer data. 3) A maximum of 1,100 pounds of uncured sheeted rubber stock is to be packaged on each pallet. 4) A batch number is to be identified on palletized packaging of the uncured natural-neoprene rubber compound sheets. 5) Each mixed batch shall be supplied in sheet form. The release coating must be identified (usually talc or zinc stearate). 6) Each mixed batch shall be supplied with an appropriate safety data sheet (SDS) in the global harmonized format References: 1) Physical requirements of the Natural-Neoprene Rubber Compound 2) Suggested Natural-Neoprene Rubber Compound Formulation NSWCCD is seeking potential vendors and manufacturing sources that are qualified or are interested in becoming qualified to produce a custom blended natural-neoprene rubber compound in support of U.S. Navy Submarines. To become a qualified Vendor: The contractor will be required to complete first article testing (FAT) and acceptance of their candidate natural-neoprene rubber compound material formulation in order to qualify their material formulation(s) to the physical performance requirements shown in Table I. A suggested natural-neoprene rubber compound is shown in Table II. See Attachment 1_Rubber Compound Specifications. Dynamic performance of the material will be assessed and tested by the Government. The government anticipates the qualification process to take 6-8 months to complete.
