- Contractor Qualification Statement Emptoris Registration Instructions INTRODUCTION: The U. S. Postal Service (USPS) is interested in prequalifying highly qualified contractors for an upcoming design build new construction project located in Redlands, CA. Further information will be provided as it becomes available. The information you provide in your Qualification Statement will be the basis for the evaluation of your firm for prequalification. Contractors who successfully prequalify will be eligible to participate in the upcoming solicitation. PROJECT DESCRIPTION: • The upcoming project consists of the Design/Build construction of a New Construction owned building to be built on the grounds located at 1615 West park Avenue, Redlands, CA. 92373-9998. All qualified contractors must also have the capability to perform design-build functions which would include the ability to take a preliminary set of drawings and complete the design of the project to one hundred percent. If using a third party design firm, please list the complete name and address of the firm you will be employing. Contractors are prohibited from using Tectonics Architects as this is the anticipated design firm which will be contracted by the United States Postal Service to produce the preliminary design. If you have the capability of in-house design, please include that in your submittal. • The single-story building would be approximately 26,782 sq ft and would accommodate at a minimum, retail and delivery operations to include an estimated 5 retail counters, 2111 installed PO Boxes and workroom space for at least 51 total delivery routes. PRELIMINARY SCOPE OF WORK: • The scope of work for the project may include, but is not limited to, demolition, site concrete, retaining walls, cast-in-place concrete, CMU masonry walls and partitions, brick masonry repair, structural steel, metal decking, metal fabrications, railings, cold-formed metal framing, carpentry, fire stopping, thermal insulation, spray urethane foam roofing, fireproofing, steel doors and frames, impact doors, powered coiling overhead doors, hardware (including electrified hardware), employee lockers and benches, postal casework, break room furniture, toilet compartments, toilet accessories, loading dock equipment, sprinkler system, fire alarm system, HVAC equipment and ductwork, rough and finish plumbing, electrical roughing, lighting, lighting controls, telecommunications, CCTV systems, and ePACS access control. • Construction Performance Time: Estimated at 275 calendar days • Estimated Construction Cost Range (estimate): $7,000,000.00 to $8,000,000.00 Provide a 1-year warranty, to include both labor and materials. All work to comply with USPS Building Design Standards and the International Building Code, including but not limited to, the National Electric Code (NEC) and the National Fire Protection Association (NFPA), and all federal, state, and local codes, when applicable. Firms will not reimbursed for any expense incurred in developing their Qualification Statement. Method and Date of Submittal: Contractors must submit a qualification package per the pre-qualification package provided. Only the most qualified contractors will be considered. To be considered, a company must meet the following minimum requirements: (1) Contractors must be licensed, as required by the State, to perform the work as stated in this solicitation. USPS does not exempt suppliers from licensure for federal projects unless indicated otherwise in the solicitation. (2) Contractors must have been in the construction business for a minimum of five years as of the date of this pre-qualification. There is no requirement that eligible contracting firms remained the identical entity for the five-year period, although legal entity changes (such as from a partnership to a corporation) that occurred during this five-year period should be clearly explained, and if key personnel were retained, this should also be clearly explained. (3) Contractor must be capable of obtaining performance and payment bonds for 100% of the contract price. (4) Contractors must provide their EMR rating on insurance company letterhead for the current and past two years. If the EMR rating is greater than 1.0, the contractor must provide an explanation from its insurance company in order to be given consideration for prequalification. (5) Company must submit information for three comparable design build projects that have either been completed within the past five years or are currently ongoing. Comparable projects are defined as design build new construction projects with similar scopes of work and costs of $3,000,000 or more. The Qualification Statements will be evaluated in accordance with the criteria stated as described in the pre-qualification package. The completed Prequalification Package document(s) must be attached to the prequalification event on the USPS eSourcing site, Emptoris. The system can be accessed at https://uspsprod.emptoris.com. New users must successfully register in Emptoris and once completed, request access to the pre-qualification via email to the USPS contacts provided.
