- *** Acknowledge ALL amendments with your proposal. *** The purpose of this amendment is to answer perspective offerors' questions. Q1: During the tour, it was not evident why NPS requires a MPE to supervise the operation and maintenance of mechanical/electrical/plumbing/architectural requirements of this contract. Can NPS declare what activities require a MPE? A1: MPE is required that all work and repairs meet all local, state and federal codes. MPE review all park projects for the park with Architects & Engineers. MPE has daily inaction with Engineers from local agencies, meets with Engineers with local agencies and Utility Companies for NY and NJ. MPE supervises all in house repairs and prepares in house designs on numerous projects in the park. MPE reviews the designs in the park by park partners, park foundations meet all codes and life safety codes. The MPE interacts and works with DOI/ NPS government Engineers on projects and repairs. MPE inspects and certifies for both Liberty and Ellis mechanical and life safety systems for the NPS are safe and working properly. Q2: Licensed PE's are not typically associated with managing and directing Facilities Maintenance and Operations. Requiring an individual to be a Licensed MPE narrows the field of applicants and eliminates individuals with solid Physical Plant and Facilities Operations and Maintenance background. Would the NPS consider easing the MPE requirement permitting experienced Mechanical or Marine Engineers with solid operating experience and personnel supervision to be in contention? A2: NPS will NOT consider easing the MPE requirement. Due to the highly technical mechanical systems identified in the Performance Work Statement, the NPS considers it imperative that a MPE be on site. Q3: Could you please tell us what the current monthly price is? A3: The Government's current monthly cost for the firm-fixed-price work is $289,575.37. Q4: Is it possible to have the pricing sheets converted into or submitted in an excel version? A4: Attachment 0099 is replaced with Attachment 0099a, Proposal Schedule. 0099a is an Excel spreadsheet. The Responses Due Time and Date remains 2:00 pm ET on 11/16/2018.
