- Background The Other Transaction Authority (OTA), 10 U.S.C. § 2371b, allows the Department of Defense (DoD) to "carry out prototype projects that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components or materials proposed to be carried out by the DoD, or to improvement of platforms, systems, components, or materials in use by the armed forces." Constant innovation and rapid technology advances are occurring throughout the world. Partnerships with commercial industry, the civil maritime sector, and others will be used to leverage these approaches and increase flexibility and agility, reduce cost, improve technology and capability insertion, and decrease program development cycles. The OTA offers an alternative to Federal Acquisition Regulation (FAR)‐based acquisitions, allowing for access to participation by non-traditional defense contractors with innovative solutions that may not normally desire to participate in government procurement. Requirement NUWC requires innovative technological solutions to address current and future security threats in the undersea and maritime environment. Request for Prototype Ideas The Government is requesting information on potential solutions to the topics listed above to provide feedback to industry as well as inform the Request for Prototype Projects (RPP) concerning these topics, estimated to be issued in the coming months. The Government may provide feedback to respondents on the information. Note that feedback provided by the Government, positive or negative, will not inform any evaluation of offers submitted for any subsequent RPP related to these topics. THIS REQUEST FOR PROTOTYPE IDEAS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR PROTOTYPE PROJECTS AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT OR AGREEMENT AS A RESULT OF THIS ANNOUNCMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. Interested parties must respond with potential solutions in the form of a paper for Prototype Ideas. Papers should be no more than 5 pages in length, single spaced, 12 point font minimum, in either Microsoft Word or Adobe Acrobat readable format. Prototype Ideas must identify the topic number and title, and include a point of contact. If an organization wishes to submit a Prototype Idea to multiple topics, then a paper must be submitted separately under each topic. The Prototype Ideas are due no later than November 30 at 1200 PM ET. Prototype Ideas must be submitted to the following link: https://secure.ati.org/utic/rpi-19-01/prototypeideas.html. Undersea Technology Innovation Consortium (UTIC) Information The UTIC is a consortium of industry, non-profit, and academic institutions brought together for the purpose of conducting research, development and testing in cooperation with the Government leading to technology demonstrations in undersea and maritime technology applications and solutions.
