Description

Pursuant to Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B), The Department of Veterans Affairs intends to issue a sole source task order off the Multiple Award Schedule to Honeywell International, Inc. 9315 NW 112TH Ave, Miami, FL 33178 Federal Supply Schedule GS-21F-0134W. The task order will include maintenance and support services for the Honeywell Enterprise Buildings Integrator (EBI) system. The Honeywell EBI system is the existing standardized building management control system installed and operating campus wide that requires a full service/maintenance agreement, which is intended to minimize disruption of normal VA routines by performing preventive maintenance, adjusting and calibrating automation of pneumatic components, replacing defective components, responding to component failures and/or operating problems, providing training to operators and system administrators, providing software upgrades and documentation, and will include application and technology consulting, information protection and recovery services, and by providing a program of quality assurance through contractor customer support systems, personnel and equipment, and necessary repairs on an as needed basis that will be required to interface with the existing system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced product. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice will be considered by the Government. A determination by the Government to require services for The VAMC Togus, acquisition based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate service providers. Submit any responses within 15 days of the posting of the notice of intent via email to: christopher.field@va.gov (list 36C24119F0068 Honeywell EBI in the subject line of the email). THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 13:00 EST on 14 November 2018 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses and questions shall be submitted via email to: christopher.field@va.gov The Government will issue a Limited Sources Justification (LSJ) to support the need for a sole source award. The LSJ will post to the GPE at http://www.fedbizopps.gov, within fourteen (14) days after award of the task order.
