Description

NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia intends on awarding a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity contract for support of the items identified within the attached for a total of 5 base years (no options included). This effort is in support of the F/A-18 E/F and E/A-18 G flight control surfaces (FCS). In support of NAICs code 336413, Aiframe Structural Components The intention of this solicitation is to award a five-year, Firm Fixed Price, Indefinite Delivery contract. The repair contract won ™t include any option periods. The solicitation is estimated to be open for 60 days with an estimated opening date sometime in February of March of 2019. The Government reserves the right to award the contract to other than the lowest priced offer and to make multiple awards per FAR 16.504(c) where it is most advantageous to the Government to do so. Government intends to make single or multiple awards to the responsible offeror(s) whose offer is considered to be most advantageous to the Government. If a Multiple Award contract results, the contracting officer will utilize the Fair Opportunity Procedures under FAR 16.505(b) considering the evaluation factors of Past Performance, Delivery Schedule, and Price. Anticipate award date is September 2019. Each awardee will be guaranteed a minimum dollar value of $5,000,000.00 for the entire period of performance. This guaranteed minimum dollar value does not guarantee each awardee will receive an award for each item listed. The government shall not be obligated to purchase any value greater than the minimum dollar value throughout the period of performance. The Government intends to solicit and negotiate under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. The attached supporting document. identifies the list of requirements and the Best Estimated Quantities tied to each year. There is no small business set aside assigned to this requirement. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
