- Policies pertaining to Military laboratories. *** THIS IS A SYNOPSIS FOR HT001119R0009 *** Estimated award date: on or about December 31, 2018 The Defense Health Agency (DHA), Contract Operation Division Falls Church (COD-FC), located in Falls Church, VA 22042, intends to issue a Sole Source Award to acquire an Proficiency Testing, Accreditation, and Competency Assessments of DoD Laboratories. The proposed action is to award a new firm-fixed-price contract under the Statutory Authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement". This is ongoing requirement that will be obtained following the procedures in FAR Part 12. Applicable NAICS: 541611; Size Standard: $15.0M This award will enable the Defense Health Agency, Healthcare Operation/Clinical Support Division, Center for Laboratory Medicine Services to achieve the following: • This procurement shall provide for a laboratory accrediting program (LAP), to include on-site inspections to be performed at intervals of every two years by a CMS-approved accreditation organization authorized to evaluate, validate, and enforce compliance checklists. • This procurement shall provide an annual proficiency testing (PT) program that must include samples of organisms or specimens that are representative of analytes or specimens tested. • This procurement shall provide DoD laboratories with a competency assessment program (CoAP). The CoAP will allow for DoD laboratories to monitor, assign, update and report training and competency assessments of individual laboratorians. The CoAP also must meet the training and assessment requirements of the accrediting agency. The proposed action is to award a new firm-fixed-price contract to The College of American Pathologists (CAP), 325 Waukegan Road, Winnetka, Illinois 60093-2719. The projected Period of Performance is one 12 month base period with four 12 month option periods. This announcement fulfills the synopsis requirements under FAR 5.201 and 5.203. This Notice of Intent is not a request for competitive quotes. No questions will be taken at this time.
