- Sources Sought Synopsis Only The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 811213 with size standards of $11.0Million. Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the project, VA will set aside the underlying solicitation per 38 U.S.C. §8127. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FBO and/or GSA eBuy. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. General Requirements: The Department of Veterans Affairs (VA), Facilities Management Services in Pacific Desert Southern California Healthcare System s Loma Linda facility have a requirement to establish a purchase order to assess police service radios for the hospital emergency management communication system. Background: The assessment results may help leadership decide on VALLHCS radio systems next steps. VA Loma Linda Healthcare Systems has approximately (310) total radios on the healthcare systems equipment inventory to include (45) Police Service designated handheld radios. This contract/purchase order is required to assess the current radio systems to include approximately (310) total radios to ensure that moving forward, VALLCHS radios provide full coverage and are compatible and inter-operable with other VALLHCS radio and county emergency services/communication systems. There are currently (45) Motorola APX 8000 Portable Dual Band designated as Police Service radios. These radios are no longer under warranty. There are two receiver/transmitter radios in the Information Technology Department s Penthouse. Other radios include ICOM F60, F4 series, Intermec Technologies, Yaesu USA, Wouxun All (310) total radios need to work within all Main hospital locations to include four floors, interstitials, basement, plant, elevators, confined spaces, penthouse, the ACC, the leased Business Center spaces, Riverside National Cemetery, and all external areas/grounds associated with the above listed locations. Police Service designated radios also need to be interoperable with county emergency services/communication systems. In addition, to the (45) Police Service designated handheld radios, Police Service also has two (2) XP 7500 desktop consoles, an uninstalled antenna, unused bases, and unused remotes. Please note that VALLHCS has leased towers (e.g., cell Sprint, T-Mobile, Verizon), assigned frequencies, cell phone frequencies, antennae systems, an 802 system, 2.4 and 5.1 GHz systems, RTLS, RFIDs, wireless systems, telemetry systems, paging systems, police systems, emergency alert systems, emergency code systems, television network systems, etc. Scope. The assessment work is to be performed within the VA Loma Linda Healthcare Systems buildings and facilities to include the main building, ACC, business centers, clinics/outpatient clinics (to include from Rancho Cucamonga, Murrieta, Blythe, Redlands, Corona, Palm Desert and Victorville), storage areas, trailers, admin buildings, Riverside National Cemetery, and all external areas/grounds associated with the above listed locations, etc. Distances vary from a 1.5-3.0 miles radius to a 200.0 mile radius. The main focus of the radio assessment is on the 1.5-3.0 mile radius in and around the VA Loma Linda Healthcare System (VALLHCS) to ensure that the radios at the main hospital can talk to each other. The contractor will remain under police escort and/or the Contracting Officer s Representative (COR) and/or designee escort while performing work. The assessment requires that the contractor provides all labor, supervision and all other resources required to deliver the requirements stated herein, except as may otherwise be specified in this statement of work. Specific Tasks. Task 1. Vendor will mobilize to customer s location to inspect & inventory the current radio systems; include results in assessment report. Task 2. Vendor will overlay each floor plan and location with a grid and perform a coverage test of the existing systems; include results in assessment report. To be specific, the purpose of the grid is to identify known and possible dead zones of limited, reduced, and/or no coverage. The grid will be broken down into (5) meter lines. The grid will extend beyond building/property perimeters. The grid will be broken down into quadrants. Each grid quadrant will be broken down into octants. Readings will be taken throughout the broken-down grids. Use of a Grid mean will be used and not a single strength number. Every effort will be made to optimize the grid to identify known and possible dead zones of limited, reduced, and/or no coverage. Task 3. Vendor will provide sufficient personnel to perform a radio check and take down signal strength readings from approximately the middle of each grid; include results in assessment report. Task 4. Vendor will map the cable route of the existing systems throughout the VA Loma Linda Facilities and designated areas, by floor, and space as listed in the Background paragraph and will use the information gathered onsite to provide a CAD / CAB drawing illustrating the cable routes throughout the buildings in both electronic and hard copy; include results in assessment report. Task 5. Vendor will inspect the current systems, conduct a current systems Evaluation; include results in assessment report. Task 6. Vendor will conduct a Signal Strength Testing by floor in accordance with the Tasks paragraphs 2 and 3; include results in assessment report. Task 7. Vendor will verify compatibility with other internal healthcare systems radios and the county emergency response systems in accordance with the Background paragraph; include results in assessment report. Task 8. Vendor will provide data analysis; include results in assessment report. Task 9. Vendor will provide vendor summary assessment, identify known and possible dead zones of limited, reduced, and/or no coverage and ways to mitigate it, and vendor recommended next steps to support a VALLHCS radio systems solution in the assessment report. Task 10. Vendor will provide a draft and a final comprehensive assessment report with all assessment results to include all above listed results. The initial working draft product will be subject to Facilities Management Service (FMS) review. The vendor may be requested by FMS to ensure inclusion of all the above tasks in the final deliverable. The draft and finalized product shall be completed and results will include both electronic and hard copies with (5) total copies of each that will be mailed to the VALLHCS Resident Engineer. All copies will be mailed to VALLHCS Resident Engineer, VALLHCS at 11201 Benton Street, Loma Linda CA 92357 for distribution. The Resident Engineer will ensure distribution to the following, at a minimum, COR, Safety Officer, Chief, Police Service, AD, Acting Chief, FMS, etc. Security Requirements All work must follow IEEE 802.11 installation guidelines, the current edition of the NEC, NESC, BICSI Telecommunications Distribution Manual, BICSI Cabling Installation Manual, and the latest ANSI, TIA, EIA Standards, etc. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Please see attachment for the list of two-way radios and transmitters. Other Pertinent Information or Special Considerations. It is beneficial that the Vendor shall have experience with Hand Held radios and known dead zones of limited, reduced, and/or no coverage in a complex healthcare systems environment.
