Description
The work includes construction (design-bid-build) of a new corrosion control hangar with a steel-frame and a steel roof deck supported by structural steel beams and trusses and shallow concrete footings. Walls will be precast concrete and ribbed insulated metal panel. The hangar bay floor will be slab on grade with embedded grounding grid and a trench system. The facility will provide one bay for aircraft depaint operations, one bay for paint operations, support spaces, storage, hazardous material storage, administrative areas and equipment storage. The facility is required for paint preparation and painting to support the maintenance of H-1, H-60, CH-53 and MV22 series aircraft. The project will also include an open air parking facility to provide approximately 130 parking spaces. Special foundation features include precast piles for the parking facility. Paving and site improvements and electrical utilities are also included. The estimated dollar value of the required services range between $25,000,000 and $100,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS OF $36.5 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 900 calendar days. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical evaluation factors are anticipated to be as follows: (1) Experience; (2) Past Performance; and (3) Safety The Request for Proposal (RFP) will be available on or about 20 November 2018. The RFP contains sensitive but unclassified information which is śFor Official Use Only (FOUO) ť. All individuals who will be receiving the sensitive information must comply with the requirements of DoDM 5200.01 dtd 24 Feb 12. You must also comply with basic contract clause DFARS 252.204-7000, Disclosure of Information. Requesting explicit access shall be deemed as acknowledgement that the recipient contractor agrees to comply with the requirements set forth in contract clause DFARS 252.204-7000. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274219R1303 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Amendments will normally be posted to the website https://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to https://neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274218R1311. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holders list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov. A one-time pre-proposal site visit is tentatively scheduled for 11 December 2018, 10:00 a.m. HST. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions. ALL Offerors interested in attending the site visit (even if you are a DBIDS Credential holder) must submit the following information: Name (Last, First, Middle): Date of Birth: Company: Ever Issued DBIDS Card or DBIDS Temp Pass: Yes or No If No to above question, provide your QR Code (see instructions below) If you do not have a CAC you will need to: 1. Pre-enroll into the DBIDS system at: https://dbids-global.dmdc.mil/enroll#!/. Pre-enrollment can be no more than 30 days prior to the site visit. Pre enrollment can be made on a computer, laptop, tablet, or smart phone. If you receive certificate error messages or security warnings when attempting to pre-enroll from a non DoD computer, tablet or smartphone, please visit https://www.dau.mil/faq/p/DoD-PKI-Certificates and follow the step by step instructions. You will need two forms of identification when you pre-enroll, please be sure to bring these identifications to show at the passhouse at MCBH in order to complete your DBIDS enrollment and to receive your pass. Please note that if you are traveling and don ™t want to bring your Social Security card you may take a picture of it and show the passhouse employee the picture. 4. If you have a DBIDS credential or a temporary DBIDS paper pass issued from another installation, you do not automatically have access to MCB Hawaii. You must still submit the required information list above to leslie.takayama-ho@navy.mil AND you must stop at the PMO Customer Service Center, B1095, MCB Hawaii to verify your sponsorship and have your DBIDS credential programmed for MCB Hawaii access. All information shall be submitted to Ms. Leslie Takayama-Ho at leslie.takayama-ho@navy.mil on or before November 23, 2018 at 2:00 p.m. H.S.T. The tentative site visit meeting location can be found via Attachment (1); however, it is subject to change. Please meet at the Corrosion Control Hangar site at 10:00 a.m. on December 11, 2018. PLEASE LIMIT THE NUMBER OF ATTENDEES TO A TOTAL OF TWO PER FIRM AND PHOTOGRAPHS ARE NOT ALLOWED.
