This is a Draft Request for Proposal (RFP) and not an official RFP. The attached draft Performance Work Statement (PWS), Draft CDRL's, Draft Addendum to FAR 52.212-2, Evaluation of Commercial Items, Draft Master Task Order Schedule Matrix, and Draft Initial GDSS Task Order Appendix for the subject IDIQ and Task Order is for your review in anticipation of release of the official RFP. The Government has determined this effort will be set-aside for Service Disable Veteran Owned Small Business (SDVOSB.) 2. This is a re-compete of a current COM-F III contract; FA4452-15-C-0001 awarded to Enhanced Veterans Solutions (eVets), Inc. 3. We expect to release the RFP with final attachments on or about 01 January 2019. You will receive further notifications if there is a major change to the RFP release date. The anticipated ordering period for the 5 year IDIQ is scheduled to begin on 27 Jan 20, with Task Orders phase in scheduled to begin 01 Mar 20, and Task Order performance scheduled to begin on 01 May 20. The current method of evaluation to be utilized for this requirement is Trade Off. The contract type currently being pursued for this requirement is Firm Fixed Price (FFP). 4. Attch 5 Initial GDSS Task Order Appendix 6. Attch 6 Q&A Matrix Sources Sought The 763 rd SCONS is seeking information for potential sources for COM-F. The 375 th Communication Support Squadron (CSPTS) provides command and control, communications, and computer (C4) support to DoD, USTRANSCOM, AMC, and worldwide aerial and water ports. The 375 th CSPTS also operates and maintains the Systems supporting the 618 th Air & Space Operations Center's (618 th AOC) global mission. The 375 th CSPTS, augmented by a contractor providing Communications, Operations, and Maintenance Functions (COM-F) services, is AMC's answer to meeting the challenges of providing operational support and maintenance of the Systems in a timely, effective, and efficient manner. The Systems are in a constant state of change as hardware is replaced/upgraded, software versions and patches are fielded, and the entire computing and network environments evolve from a thick/thin client, system centric client server environment to an Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) construct. AMC has begun implementing hardware and software in the enclave environment to support virtualized operations. This process will continue as systems and applications capable of operating in virtualized environments are fielded. The entire operation will evolve over time from a system-centric perspective to an enterprise perspective, with a large proportion of the workload shifting to managing the virtual environment. In addition, all applications are scheduled to be migrated to the USTRANSCOMs instance in the GovCloud. The future products for support in the modernization and cloud remain unknown at this time.
