Description
SOURCES SOUGHT SYNOPSIS for eligible 8(a) certified Small Businesses only. This is a request for information/market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal, request for quote, or invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. General Services Administration (GSA) Public Building Services (PBS), Region 4, is seeking potential 8(a) certified small business sources capable of providing repairs and alterations to Government owned and leased space in various buildings within the State of Florida. The scope of services includes but is not limited to renovations, general construction services including wall partition construction, modification and alteration of floor and wall-mounted telephones, signal, and power outlets to be included in the modification of associated conduit, surface mounted raceway, and various underfloor duct systems; installation of new and the alteration of existing power panels; carpet and carpet tile installation; painting; HVAC ductwork modification and repair; door, door frame, and door set hardware installation; installation of various wall coverings and draperies; communications cabling; grid ceiling and lighting installation and modification; modification of existing building fire sprinkler systems; and other such related work which would be outlined in task order and job drawings. Prior Federal Government contract work is not required for submitting a response under this sources sought. The Government anticipates award of multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with Firm Fixed Prices for a base one (1) year period of performance and four (4) one-year option periods, for a total contract performance period of sixty (60) months, if all option periods are exercised. The primary locations of performance are within the State of Florida. GSA anticipates awarding one geographically-based IDIQ contract per zone, as follows: East Coast and South Florida: Ft. Lauderdale, Miami, West Palm Beach, Ft. Pierce, Key West, and surrounding areas. Covering the Counties of Brevard, Broward, Dade, Indian River, Martin, Monroe, Okeechobee, Palm Beach, and St. Lucie. West Coast and Central Florida: Tampa, Orlando, Ocala, Gainesville, Fort Myers, and surrounding areas. Covering the Counties of Alachua, Charlotte, Citrus, Collier, De Soto, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Lake, Lee, Levy, Manatee, Marion, Orange, Osceola, Pasco, Pinellas, Polk, Sarasota, Seminole, and Sumter. Panhandle and North FL: Jacksonville, Tallahassee, Panama City, Pensacola, and surrounding areas. Covering the Counties of Baker, Bay, Bradford, Calhoun, Clay, Columbia, Dixie, Duval, Escambia, Flagler, Franklin, Gadsden, Gilchrist, Gulf, Hamilton, Holmes, Jackson, Jefferson, Lafayette, Leon, Liberty, Madison, Nassau, Okaloosa, Putnam, Santa Rosa, St. Johns, Suwannee, Taylor, Union, Volusia, Wakulla, Walton, and Washington. GSA's estimated annual IDIQ construction spending, inclusive of all three zones, is between $1,000,000 and $5,000,000. Each anticipated contract will have a Maximum Order Limitation (MOL) representing a portion of this total. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various 8(a) certified small businesses to compete for, and perform, Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed price contracts in the State of Florida for general construction services. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether an 8(a) set-aside is possible. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice and other Market Research is solely within the discretion of the Government. An organization that is not considered an 8(a) certified small business under the applicable NAICS code (236220) SHOULD NOT submit a response to this notice. If qualified and interested, per the definition above, please submit a letter (maximum of 5 pages) via email stating the following: -Name of your company, address, point of contact with phone number, e-mail address and fax number. -Business size for the assigned NAICS code. In addition to the size of your small business, indicate any other socioeconomic designation. -Statement of the geographic area(s) in which your firm is interested (East Coast/South Florida, West Coast/Central Florida, Panhandle/North Florida). -Company's capability to perform a contract of this magnitude and complexity by including a brief description of at least three (3) projects, to include customer names and phone numbers, timeliness of performance, and dollar values of the projects. -Describe your company's bonding capability. Each response will be reviewed by the Government for the purpose of determining whether there is a reasonable expectation of obtaining a sufficient number of offers from responsible 8(a) small businesses that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this sources sought notice will be used for review purposes only. Responses must be submitted to this office by email no later than 4:00 PM EST November 21, 2018. Submit response(s) and information via email to duncan.warner@gsa.gov. Facsimile responses will NOT be accepted. All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to the synopsis and future solicitation. Prime contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database at www.sam.gov.
