**************************************************************** PRE-SOLICITATION NOTICE - NOVEMBER 1, 2018 **************************************************************** The U.S. Army Corps of Engineers intends to solicit offers for rental of a fully equipped and serviceable crane barge, commonly referred to as a marine plant or floating plant, with a lattice boom lift crane that Government workers will use to install and later remove sections of dewatering bulkheads (stoplogs) in the navigation locks on the St. Mary's River in Sault Ste. Marie, Michigan. The rental service shall include delivery of the equipped crane barge by the contractor to the Soo Locks at Sault Ste. Marie in mid-December 2018, demobilization of the crane barge by the contractor at the end of April, 2019, and reasonable use of the barge and crane by Government personnel for placement and removal of stoplogs when the MacArthur Lock and Poe Lock are closed and then re-opened at the end of the winter shutdown for the locks facility. Poe Lock stoplogs are anticipated to be the heaviest lifts and will utilize the highest percentage of crane load charts. The marine plant shall be capable of installing and removing stoplogs that weight 99,000 pounds with an additional below the hook weight of no more than 9,500 pounds from rigging and spreader beam. The plant shall be capable of picking stoplogs from material barges. The stoplog lifting lugs may be up to 13' inboard from the material barge edge. The stoplogs are approximately 120' long x 9' wide x 5' tall and will be stacked on the material barges. Rigging height from the engagement point on the stoplogs to the crane block hook will be approximately 32'. Stoplog installation is planned during the periods of December 17-21 and January 16-20 and removal operations are planned for the periods of March 17-23 and April 15-19. When not in use, the Government will keep the marine plant moored and secure, in standby state through April 30, 2019. The plant will be utilized around plate ice typically found in the Northern Great Lakes region. The Government shall provide all movement of the marine plant around the Soo Locks complex. This will include an appropriate number of deckhands and deck equipment operators, riggers, signalpersons, and crane operators certified by the National Commission for the Certification of Crane Operators (NCCCO). The Government shall provide all rigging below the crane's load block hook. The solicitation will be issued on or about November 9, 2018, with price quotations due on or about November 26, 2018. The solicitation will require that, in addition to submitting price information, each prospective contractor must submit: 1. A current Naval Architectural Analysis (NAA) for the equipped plant, meeting the requirements of the Corps of Engineers Safety Manual, EM 385-1-1, Floating Load Service Charts (FLSC) based on the NAA and crane manufactures recommendations and requirements. 2. Documentation of the crane's most recent annual inspection based on ANSI B30.10, OSHA 29CFR1926.1437 and EM 385-1-1 requirements. Crane manufactures FLSC's are acceptable so long as the NAA indicates appropriate stability per the crane manufactures recommendations. FLSC's shall be tied to the crane on the marine plant by manufactures serial number. It is intended that one firm-fixed-price contract will be awarded on or about November 30, 2018. The successful contractor will then have approximately two weeks to mobilize the crane barge to Sault Ste. Marie. This supply procurement is 100% set aside for small businesses. The North American Industrial Classification System Code for this requirement is 532411 Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing, which has a small business size standard of $32.5 million in average annual receipts. The Federal Supply Code (FSC) is 1935 - Barges and Lighters, Special Purpose Registration in the Government's System for Award Management (SAM) is a requirement for consideration and award of a contract.
