- This synopsis is for a pre-solicitation notice released pursuant to Federal Acquisition Regulation (FAR) 5.204 - Presolicitaion Notices. THIS IS NOT A SOLICITATION/REQUEST FOR PROPOSAL. PROPOSALS ARE NOT REQUIRED AT THIS TIME and UNSOLICITED PROPOSALS WILL NOT BE ACCEPTED. The purpose of this notice is to provide general information on the United Sates Coast Guard (USCG) Husbanding Services (HS) requirement. The USCG Headquarters, Office of Contract Operations (CG-9125) has a requirement for Husbanding services in the regions located in table 1 below. To meet the requirement, the USCG through Full and Open Competition intends to award 3-5 Single Award IDIQ Contract (SAC) to provide HS to the five (5) regions identified in table 1. The awarded contracts will be for a 5-year period. Region Countries included 1 - Mexico Mexico to include all Pacific, Gulf of Mexico, & Caribbean Sea Ports 2 - Central America Guatemala, Belize, El Salvador, Nicaragua, Honduras, & Costa Rica. 3 - Caribbean Islands Aruba, Grand Cayman, Bahamas, Turks and Caicos, Netherlands Antilles (Kralendijk & Curacao), Dominica, Dominican Republic, Jamaica, British Virgin Islands, Saint Kitts & Nevis, Saint Lucia, Haiti, Trinidad and Tobago, Antigua & Barbuda, US Virgin Islands, Sint Maarten, & Barbados. 4 - Panama Panama to include all ports and Canal Transit coordination. 5 - Columbia Columbia to include all ports. Table 1: Port Call Locations The contractor will provide services related to supporting mooring or anchoring a vessel in a foreign port to include but not limited to pilotage, towing, line handling, brow services, sewage and waste disposal services, crew morale support, subsistence provisioning, personnel movement, material handling to include shipping, receiving, and customs expediting. The anticipated period of performance (PoP) and ordering period for the IDIQ contract is expected to be 5 years, the USCG anticipates a firm-fixed price contract with a total estimated ceiling of $25 Million for all five regions. The Product Service code is V228, TRANSPORTATION/TRAVEL/RELOCATION- TRAVEL/LODGING/RECRUITMENT: PORT OPERATIONS and the NAICS Code is 488310 PORT AND HARBOR OPERATIONS, with a size standard on $38.5 Million.
